Job Definition

Under the direction of the Manager, Substation Construction & Operations or Wireman Foreman works on the construction and maintenance of station and substation equipment.

Distinguishing Characteristics

The Wireman classification is distinguished from the Apprentice Wireman classification by the increased technical knowledge and skill required to perform the work.  The Wireman (Journeyman) has successfully completed a certified Wireman Apprentice program.  Is required to purchase all personal hand tools under one-inch (1”). 

Essential Job Functions

  1. Assists the Manager, Substation Construction & Operations or Wireman Foreman in the coordination of substation maintenance and construction.
  2. Constructs and maintains station steel structures, foundations, bus structures and buses, switchboards, transformers, conduit work and underground feeder terminals within the station, and may do switching as required, etc.
  3. Installs and maintains all electrical equipment used in the electrical operation of stations and substations.
  4. Takes care of control batteries and the care and adjustment of protective and automatic relays and other incidental equipment.
  5. Assists the Manager, Substation Construction & Operations or Wireman Foreman in investigating special projects for workability, safety and equipment needs.
  6. Performs DGA sampling of oil-filled equipment on a regular and emergency basis.
  7. Transports loads by driving trucks (except loads requiring endorsements to the CDL) to desired destination, observing laws and safety precautions.
  8. Loads and unloads tools, materials and equipment used in the maintenance and construction of stations and substations.
  9. Performs the installation and removal of station and substation material and equipment.
  10. Prepares related stock issues and return forms and accounting for material used, as well as daily work documentation, mileage logs, etc.
  11. Ensures a safe and neat working area.

  1. Performs testing, repair, painting, and maintenance work on distribution transformers, reclosers, regulators, and sectionalizers when assigned to work in the transformer shop.
  2. Works as Helper when needed.
  3. Performs other related duties as assigned.

Minimum Qualifications

Knowledge of:
• Fundamentals of electricity and mathematics as pertains to substation construction and maintenance work.
• WAC Electrical Safety Rules, Chapter 296-45 WAC.
• First Aid and CPR methods.
• Must be familiar with the construction and maintenance methods.
Ability to:
• Use tools and equipment of the trade.
• Analyze and resolve problems.
• Communicate and work effectively with all levels of the organization, other utilities and customers
• Communicate effectively both orally and in writing.
• Coordinate and direct the work of the Wireman Apprentice.
• Apply First Aid and CPR methods as needed.
• Learn and apply the District’s Safety Rules, Collective Bargaining Agreement, policies, procedures, and directives.
• Apply WAC Electrical Safety Rules, Chapter 296-45 WAC.
• Learn and apply Collective Bargaining Agreement.
• Learn and apply District Substation Construction and Maintenance Standard Practices.

Experience/Education

  • Must qualify as a Wireman Journeyman by having completed three (3) years of training in Wireman work, or its equivalent.
  • High School diploma or equivalent.

License/Certification

• Obtain a valid Washington State Commercial Driver License (Class A) within six (6) months from job start date with maintenance thereafter.
• Obtain a valid First Aid certificate within 3 months from job start date.
• Obtain a valid CPR certificate within 3 months from job start date.

Working Conditions

• Work is generally performed both in the shop and in the field in all types of weather conditions.
• May be exposed to heat, radiation and loud noises.
• Must be able to lift and carry up to 60 lbs.
• May be exposed to energized equipment.
• Must be able to work in elevated positions.
• Required to respond to emergency call-outs.
