Job Definition

Works cooperatively with the Deputy Treasurer in support of the Senior Manager of Financing and Risk Management to maintain the professional management of the District’s financing and investment activities. 

Financing and investment activities include but are not limited to: 

  • Maintenance of cashflow management, analysis, optimization, and forecasting; 
  • Short and long-term investment strategy implementation and execution of the District’s reserve portfolio; 
  • Energy derivatives and financial hedging transaction monitoring, recordation, and collateral management; 
  • Debt structure development, issuance, and post-issuance management; 
  • Design, implementation and operation of related compliance and internal control requirements; 
  • Cash Management analysis and reporting to inform management decision making related to financing and investment programs;  
  • Maintenance of collaborative relationships with the District’s internal and external financing and investment partners;
  • Maintain, identify, design, and implement process improvements;
  • Support for the District’s core values as well as its cost and fiscal management strategic priorities.

Essential Job Functions

Establishes and monitors written procedures to ensure that District bond financings remain in compliance; including:

  • Proper use of bond proceeds
  • Timely expenditures of bond proceeds
  • Proper use of bond financed facilities
  • Maintaining records related to bond financings and associated construction
  • Arbitrage yield restrictions and rebates
  • Filing on-going disclosure reports
  • Compliance with reserve requirements and bond covenants
  • Compliance with other general requirements

 

Compiles and submits required information regarding investment activity in order to complete evaluation of arbitrage rebate liability on a timely basis.

 

Performs research and prepares analysis on the District’s post-employment benefit liability and funding requirements.

 

Prepares and monitors the cost allocation analysis for the District’s insurance premiums.

 

Prepares and monitors the on-going analysis related to the District’s hedging contracts.  Including, but not limited to; interest rate swap agreements and financial hedges for power procurement. 

 

Assists in the procurement of agreements to meet collateral requirements and monitors associated contracts for compliance.

 

Serves as a back-up to the Banking and Fiscal Coordinator, Energy Accountant/Auditor and Budget and Accounting Analyst.

 

 

Develops, coordinates and prepares written reports and makes presentations to senior management regarding treasury, finance, risk management and related topics, as requested.

 

Provides financial analysis assistance to all organizational levels.

 

Performs research and prepares and interprets special reports (i.e.; cash flow forecasts and income projections) for all Management levels as requested. 

 

Assists with the preparation of multiple years financial forecasts and plans.

 

Develops standard and ad hoc queries and reports from Finance databases for use by various departments, committees and management ensuring data is accurate.

 

Uses good judgment while investigating data inconsistencies in order to ensure that District policies and procedures are followed and are adequate.

 

Provides economic and business analysis for proposals, proposed projects, and miscellaneous projects.

Minimum Qualifications

Knowledge of:

Experience/Education

  • Bachelor’s degree in Accounting, Finance, Economics or related field.
  • Five (5) years’ experience in performing business or economic analytical work.

License/Certification

• Valid Washington State Driver License.

Preferred Qualifications

  • Knowledge of Federal Energy Regulatory Commission (FERC) and National Association of Regulatory Utilities Commission (NARUC) uniform system of accounts.
  • Microsoft Excel and Access software applications experience at an advanced level.
  • Knowledge or experience working with laws and compliance aspects of tax-exempt debt.
  • Two years public accounting experience.
  • CPA or working towards a relevant certification.
  • Knowledge of or experience with SAP enterprise resource planning systems.

Working Conditions

• Duties are performed primarily in an office environment and require the repetitive use of a computer keyboard and mouse.
• Travel to business meetings and training at the District and vendor offices may be required.
• Incumbent will be required to work outside normal business hours, particularly during critical issue resolution.
• Incumbent will be required to work outside normal business hours to achieve project milestones, as necessary.
