We are recruiting at the Engineer, Professional Engineer, or Principal Engineer level.

The successful candidate will be placed into the appropriate level and salary based on personal qualifications.

Job Definition

This position is responsible for analysis of the transmission system, including power flow and transient stability studies and for providing well-written, understandable reports as a result of that analysis. By modeling forecast load and contingency conditions, identify potential system deficiencies in a timely manner such that capital projects can be completed to maintain system performance within acceptable criteria. Mainly the timeframe is in the planning horizon, and can also include the operation horizon. Provide after-hours operational support on a rotational basis.


In addition, maintain and demonstrate compliance with a variety of NERC reliability standards for transmission planning, transmission operation, facility ratings, and cyber security.


Ideal candidate will be a self-starter, organized, and able to make progress toward a variety of goals concurrently. Experience with NERC reliability standards and system analysis highly desirable.

Essential Job Functions

Performs conventional engineering design and analysis in an area of engineering specialty requiring significant knowledge of related fields by compiling and analyzing statistical and technical data and conducting a wide variety of studies including report development.

 

Performs as Project Leader on medium to large projects and/or on projects which may have relatively few complex features requiring an overall knowledge of engineering principles and methods.

 

Prepares Specifications, Request for Proposals, evaluates Bids, and prepares recommendations on material, contracts, purchase of materials and equipment for management consideration for conventional projects. Manages contract work on assigned projects.

 

Plans and conducts engineering assignments to develop and recommend new and improved concepts, techniques, operating procedures, engineering and construction standards, and practices in the related engineering field. 

 

Directs, coordinates, and reviews/approves work of the project team and consultants’ work on conventional projects based on pre-established District standards and practices.

 

Provide consulting services, including training, to District staff, vendors, customers, consultants, and others in the related field.

 

Responds to and investigates customer questions and complaints; interprets and provide information concerning services, programs, projects, policies and objectives. Effectively interacts, responds, and coordinates activities with customers including governmental agencies.

 

Establishes goals, objectives, priorities, and schedules on assigned projects. Establishes project cost estimates including resource availability (labor and material) and alternatives to accomplish planned goals and objectives.

 

Recommends, develops, and implements new or changed processes, standards, and procedures to improve efficiency in the assigned area.

Minimum Qualifications
Knowledge of:
• Principles, practices, methods, analysis, and techniques in the field of applicable engineering discipline.
• Construction methods, design codes and standards, safety practices and codes, project management, and District’s work authorization procedures.
• Fundamental economic analysis and evaluation techniques.
• Technical aspects of field of specialty.
• Regulatory requirements applicable to the District, District policies and procedures.

Experience/Education

Engineer

  • Bachelor of Science Degree in Engineering; AND,
  • Four (4) years directly related engineering experience, and FE or EIT; OR
  • Six (6) years related engineering experience.

 

Professional Engineer

  • Bachelor of Science Degree in Engineering; AND,
  • Six (6) years related engineering experience, with two (2) of those years as a Lead or Project Engineer; AND,
  • Washington State Professional Engineer License or ability to obtain through reciprocity.

 

Principal Engineer

  • Bachelor of Science Degree in Electrical, Mechanical, or Civil Engineering; AND,
  • Nine (9) years of progressive applicable engineering experience, three (3) years of which are in a project engineer/lead engineer capacity in the electric or water utility engineering field; AND,
  • Washington State Professional Engineer License or ability to obtain through reciprocity.
License/Certification
• Valid Washington State Driver License.
Preferred Qualifications
  • Experience in an Electric Utility.
  • Experience with System Protection.
  • Experience with, or willingness and ability to learn, specialized analysis tools, including symmetrical components analysis and use of short-circuit programs.
Working Conditions
• Duties are performed both in an office environment and in field situations in varying weather conditions that include utility construction sites and work in vicinity of energized equipment and conductors.
• Requires the ability to walk and/or climb around uneven terrain and construction sites in possible inclement weather.
• Must drive District vehicles to various work sites/locations.
• Must be able to lift and carry equipment, boxes, tools, drawings, packages, etc., up to 25 pounds.
• Incumbents perform repetitive movements from use of a computer and mouse.
• Frequent phone contact with various customers.
