Job Definition

Develops and sustains a working knowledge of state legislative, regulatory and governmental activities that affect or may be of interest to the District.  Keeps the Government and External Affairs Team and District policymakers informed on key issues. Prepares legislative materials, reports, and tracking systems. Represents the District at hearings, receptions, conferences and meetings on legislative and regulatory matters as needed.

Essential Job Functions

Assist with coordination, development and implementation of Snohomish County PUD’s state government relations program. 


Work with the government relations team to develop, execute, and communicate strategies on local, state, and federal issues. 


Anticipate, track, and work with the government relations team on emerging legislative and/or regulatory issues, initiatives and rulemaking to assess potential impact on Snohomish County PUD interests and operations. 


Monitor and report on state legislation and proposed regulations that could have an impact on Snohomish County PUD. 


Coordinate with various Snohomish County PUD teams to help government relations develop policy positions on key issues, legislative proposals, and regulatory matters.  

Advise government relations on various policies and new legislation. 


Prepare reports and provide administrative support to the government relations team. 


Communicate with legislative staff to promote Snohomish County PUD’s legislative positions and programs under the direction of the Director of Government Relations.


Attend state legislative sessions and meetings; monitor hearings, receptions, conferences and public hearings on legislative and regulatory matters in coordination with the State Government Affairs Associate. 


Assist with preparation of communication materials for government relations and external affairs program.


Prepare reports and presentations for the Snohomish County Board of Commissioners; attend and participate in Commission hearings as needed.


Assist the Commission with annual trade association policy vote recommendations.

Minimum Qualifications
Knowledge of:
• Excellent written and verbal communication skills and ability to deliver public remarks and represent the District in meetings and settings.
• Relationship building techniques.
• Understanding of the legislative/regulatory process, state legislative and organizational structures.
• State legislative/regulatory procedures and organizational structures.
• Rule-making process.
• Federal and State Programs as they relate to District operations.
• Public policy development and analysis.
Ability to:
• Establish and maintain effective working relationships with elected officials and their regulatory staff, coworkers, other professionals, citizen’s groups and the general public.
• Analyze, interpret and report research findings and conclusions in understandable terms.
• Digest and analyze information rapidly.
• Draft and analyze state and federal legislative and regulatory proposals.
• Interpret government ordinances, rules and regulations.
• Analyze issues and provide recommendations.
• Coordinate a variety of complex tasks and assignments simultaneously.
• Communicate effectively with a variety of internal and external customers.
• Learn, interpret and apply District policies, procedures and directives.
• Function effectively under pressure and in emergencies.
  • Bachelor’s degree in Political Science, Public Administration, Pre-Law, Behavioral Science or related field, OR equivalent combination of related education and experience; and
  • At least one year of government relations, external affairs, legislative or related experience.
• Valid Washington State Driver License.
Preferred Qualifications


Working Conditions
• Duties performed primarily in an office environment and require the repetitive use of a computer, keyboard and mouse.
• Irregular hours and travel to business meetings may be necessary to perform the essential functions of this position including early morning and evening hours.
• Must be able to travel to Olympia on a frequent basis during the legislative session.
