Special Notes

This position supports protection of the electric transmission system through modeling, analysis, relay settings, verification of operations, mitigating measures to correct deficiencies, and collaboration with other workgroups. In addition, this position is responsible for maintaining and demonstrating compliance with NERC reliability standards related to system protection and supporting the transmission planning standards. Provide training and guidance to other departments as needed.

 

Experience is a desirable skill as this position may act in a lead capacity for the transmission protection group.

Job Definition

Provides technical and engineering services related to the design, maintenance, operations, improvements of and additions to the District’s electric system in a technically sound, safe, timely, and cost effective manner to enable the District to realize its goals and objectives. Performs as project leader on assigned projects and tasks.

Distinguishing Characteristics

DIRECTION RECEIVED:

Receives instructions on specific assignment objectives, complex features, and possible solutions and then independently performs most assignments.  Assistance is furnished on unusual problems and work results are reviewed in detail for application of sound engineering judgment and conformance to standards and objectives. Manages time to work concurrently on multiple assignments.

Essential Job Functions

Performs technical and engineering tasks such as designs, studies, analyses, calculations, surveys, layouts, and investigations on specific and limited assignments based on pre-established District standards and practices.

 

Applies standard engineering practices, work procedures, and techniques in specific situations and day to day work.

 

Performs as Project Leader on small to medium projects and/or on projects which may have relatively few complex features requiring an overall knowledge of the District’s engineering practices, standards, and methods.

 

Prepares Specifications and Request for Proposals, evaluates Bids, and prepares recommendations on material, contracts, purchase of materials and equipment for management considerations for projects based on pre-established standards.  Manages contract work on assigned projects.

 

Performs inspection and field-engineering work on assigned projects.

 

Coordinates work with the project team and consultants’ work on projects based on pre-established District standards and practices.

 

Assists in the development of training programs for District staff, vendors, customers, consultants, and others, which may include conducting actual training on a specific specialty.

 

Responds to and investigate customer inquiries, questions and complaints; interprets and provides information concerning services, programs, projects, policies and objectives. Effectively interacts, responds, and coordinates activities with customers including governmental agencies.

 

Establishes goals, objectives, priorities, and schedules on assigned projects. Establishes project cost estimates including resource availability (labor and material) and alternatives to accomplish planned goals and objectives.

 

 

Other Job Functions

Responsible for managing projects/tasks within cost estimates and schedules.

 

Ability to work effectively using the services of various organizational groups within the District.

 

May serve as acting Lead Designer in their absence.

 

Serves on task or work groups to improve technical and engineering processes and methods.

 

Performs other duties as assigned.

 

Minimum Qualifications

Knowledge of:

• Basic principles, practices, methods, analysis, equipment and techniques in the field of applicable engineering discipline.

• Engineering plans and specifications, construction standards and methods, design standards, safety practices and codes, project management, and District’s work authorization procedures.

• Economic analysis and evaluation techniques.

• Engineering analytic and technical aspects of field of specialty.

• Regulatory requirements applicable to the District, District policies and procedures.

• Facility and system operation and maintenance

• Customer relations techniques.

• Computers and applicable computer applications.

• District's mission, objectives, values and business drivers.

Ability to:

• Work in a team environment with a strong customer focus both internal customers and external customers.

• Successfully complete design and construction projects and other assigned tasks.

• Plan and organize work, incorporating changing District priorities.

• Proficient use of latest technologies applicable and available at the District in performing assigned tasks and projects.

• Interpret, apply, and explain codes, regulations, policies and procedures.

• Learn the District’s work authorization procedures.

• Learn and apply District policies and procedures.

• Develop scope of work, schedules, cost estimates, methods, and manage projects through completion.

Experience/Education

Sr. Design Engineer: Bachelor’s Degree in Engineering; and, 2 years directly related engineering experience; and, *Must have demonstrated the successful accomplishment of work of the nature defined for this job level, “Senior Design Engineer”.

Engineer:  Bachelor’s Degree in Engineering; and, 4 years directly related engineering experience; and FE or EIT; OR 6 years related engineering experience; and, *Must have demonstrated the successful accomplishment of work of the nature defined for this job level, “Engineer”. OR  WA State Professional Engineer License (PE), or ability to obtain through reciprocity; and, 8 years directly related engineering experience, 4 of which are performed at an electric utility; and, *Must have demonstrated the successful accomplishment of work of the nature defined for this job level, “Engineer”.

Professional Engineer: Bachelor’s Degree in Engineering; and, 6 years related engineering experience, wih 2 of those years as a Lead or Project Engineer; and, *Must have demonstrated the successful accomplishment of work of the nature defined for this job level, “Professional Engineer”. OR 10 years directly related engineering experience, 5 of which are performed at an electric or water utility; and, *Must have demonstrated the successful accomplishment of work of the nature defined for this job level, “Engineer”.  License or Certification: Washington State Professional Engineer License or ability to obtain through reciprocity.

*Note: For the employee who has met the minimum entrey education and experience requirements, the additional time required to be proficient in performing the job is six months to one year.

Principal Engineer: Bachelor's Degree in Electrical, Mechanical, or Civil Engineering. 9 years of progressive applicable engineering experience, 3 years of which are in a project engineer/lead engineer capacity in the electric or water utility engineering field. License or Certification: Washington State Professional Engineering License. 

License/Certification

• Valid Washington State Driver License.

Working Conditions

• Duties are performed both in an office environment and in field situations in varying weather conditions that include utility construction sites and work in vicinity of energized equipment and conductors.

• Requires the ability to walk and/or climb around uneven terrain and construction sites in possible inclement weather.

• Must drive District vehicles to various work sites/locations.

• Incumbent must be able to lift and carry equipment, boxes, tools, drawings, etc., up to 25 pounds.

• Incumbent performs repetitive movements from use of a computer and mouse.

• Frequent phone contact with various customers.
