Job Definition

The Senior Manager of ITS Program Management is a key strategic leadership role within the Information Technology division. We are looking for an experienced leader that can guide our established PMO in enhancing our project delivery and portfolio management. The Senior Manager will influence the success of technology projects throughout the organization. They will lead and inspire a team of project managers and cross functional teams in the successful delivery of complex projects. The position is responsible for establishing the strategic direction of the PMO, partnering with their peers across the organization in prioritizing and supporting programs and technology projects.  The role is also responsible for managing the ITS Budget and Administration team. They lead and oversee the vision, delivery, and management of the utility’s technology projects in support of District-wide operations, strategic priorities and IT strategies and system roadmaps. This role supports the procurement of new technology solutions, professional services, and cross functional governance prioritization process. This role leads ten direct reports covering the following areas project managers, ITS contracts/budget/procurement, quality assurance and testing.

Essential Job Functions

Manages and evaluates the performance of assigned staff including providing coaching, positive recognition and discipline when appropriate.  Provides opportunity for employee development and training as appropriate.  Ensures staff understands and complies with District Directives, safety rules and other related policies and procedures.


Establishes performance expectations, work priorities, staff assignments and administrative procedures.  Cooperates with other District departments to ensure coordinated work efforts.


Evaluates staffing needs of the department and makes recommendations to the AGM, Information Services for increases and/or decreases in staffing levels.  Conducts interviews and makes staff selections to meet the Districts strategic plans and critical goals.


Actively facilitates communications and activities between internal departments/divisions, various levels of the organization, outside agencies and customers.


Builds and actively manages the program/project management office/function for Information Technology Services, to include short and long-range planning, governance, policy development for managing complex issues, resource management, standard development practices, architecture, disaster recovery, research and development, quality assurance, risk management and the budgeting/capital equipment process.


Manages the planning, development, and implementation of the District’s Program Office to coordinate automation projects within the District’s Business Plan.  Manages the preparation and control of project standards and activities.  Works with District Leadership to ensure implementation of priorities and alignment of automation projects with business objectives.


Defines and develops enterprise-wide information technology program/project management practices, governance standards, processes and metrics.  Ensures programs/projects are defined, tracked and communicated in a consistent and efficient manner. 


Incorporates effective change and risk management controls, and partners with ITS, District leadership and other key stakeholders to define opportunities and to identify and prioritize projects based on predefined criteria.


Directs program/project managers to use business case development to ensure all projects within ITS programs are delivered on time, within budget and to an agreed quality level.


Manages the planning, development and implementation of Service Management functions to ensure effective, efficient service and communication with end-user customers and vendors.  Includes development of processes and tools to support Service Level Agreements (SLA), service measurements/metrics, and effective customer communication.


Ensures monitoring and testing of business continuance procedures, ensuring response to system failures.  Builds processes to minimize and/or eliminate downtime.


Manages the development of guidelines and standard procedures to ensure the security and ability to audit all technology systems.

Minimum Qualifications

Knowledge of:
• Program/project management methodologies and tools.

  • Bachelor Degree in Computer Science, Information Services, Business Administration, or related field.
  • Ten (10) years directly related, progressively more responsible information technology services experience, including five (5) years supervisory experience.


• Valid Washington State Driver License.

Preferred Qualifications

  • Demonstrated experience establishing and enhancing PMO programs and processes
  • Knowledge in leading both Agile and traditional project teams / Agile transformation experience
  • Project management experience leading enterprise technology implementations 
  • Demonstrated depth in organizational dynamics, motivating teams, and developing talent.
  • Strong leadership, interpersonal, communication and collaboration skills
  • Experience leading Project Governance Board and portfolio prioritization planning / Portfolio management 
  • Experience in formal procurement (RFP) process and Contract negotiations (public agency experience preferred)
  • Experience leading enterprise-wide technology deployments 
  • Experience leading budget development 
  • Budget, contract, and vendor management experience
  • Employee mentoring, coaching and performance management    
  • Information technology frameworks, standards, and best practices experience
  • Project Management Professional (PMP) and Certified Scrum Master (CSM) certifications

Working Conditions

• Duties are performed primarily in an office environment and require the repetitive use of a computer keyboard and mouse.
• Travel to business meetings is required.
• Incumbent may be required to make business trips within the state and local area.
