Job Definition

Leads and manages the District’s General Accounting department to ensure timely and accurate financial processing including, but not limited to financial reporting, accounts payable, payroll, accounts receivable, capital assets, and tax compliance. Works collaboratively with District leadership to achieve strategic priorities. Ensures that the financial systems meet the District’s internal and external reporting requirements. Responsible for review, analysis and implementation of new and existing accounting pronouncements in accordance with Generally Accepted Accounting Principles and Federal Energy Regulatory Commission (FERC) and National Association of Regulatory Utility Commissioners (NARUC) regulations. Serves as District Auditor as appointed by the Board of Commissioners.

Essential Job Functions

Manages and evaluates the performance of assigned staff including providing coaching, positive recognition and discipline. Develops a diverse staff through continuous training, mentoring and coaching. Ensures staff understands and complies with District Directives, safety rules and other related policies and procedures.

 

Establishes performance expectations, work priorities, staff assignments and administrative procedures. Cooperates with other District departments to ensure coordinated work efforts.

 

Evaluates staffing needs of the department and makes recommendations to the Chief Financial Officer for changes in staffing resources. Evaluates potential candidates, conducts interviews and applies best practices for final staff selections in support of District strategies and priorities.

 

Provides leadership, vision and guidance in support of the District’s Strategic Priorities.

 

Manages the General Accounting function ensuring compliance with District policies and directives, FERC accounting rules, Governmental Accounting Standards Board (GASB) accounting and reporting standards and applicable State and Federal tax regulations.

 

Develops and maintains a knowledge of financial system technologies, utility industries, accounting practices and principles.

 

Uses in-depth knowledge of best practices and experience to continuously improve financial functions.

 

Reviews and analyzes the adequacy of existing financial system(s); including the logical and physical design of internal accounting controls and the capabilities and adequacy of supporting information systems and technology to ensure District needs for efficient and accurate cost accounting, financial reporting, project tracking and control, and other accounting functions are met.

 

Manages the integrity of financial data including production and maintenance of accounting records and reports specifically for the functions of master data, general ledger, plant accounting, work order management, payroll, accounts payable and accounts receivable.

 

Manages Electric, Generation, Water Systems and Combined financial records and reports.

 

Manages the District's payroll processing assuring that employees are paid accurately and on time. Assists staff to resolve unusual problems, implements new procedures and manages the contract and relationship with outside payroll vendor.

 

Maintains current knowledge of complex Federal, State and Local tax laws as they apply to public utilities. Ensures that the District is paying all required taxes; collaborates with Legal staff and other utilities to resolve tax matters

 

Manages compliance reporting for the Department of Energy, FERC, and all tax related District activity including payroll, excise, privilege, municipal, and leasehold tax.

 

Oversees, coordinates and performs periodic financial analyses for management analysis, project evaluation, and scenario planning and evaluation purposes.

Specialized Job Functions

District Auditor

Manages the coordination and control of all external audit functions including those created by contractual or other commitments/agreements.

 

Audits and approves District vendor payments and ensures accurate reporting to the CEO/General Manager and Board of Commissioners.

 

Directs and ensures completion of periodic audits of District cash.

 

Directs and or/participates in special project audits and provides advice based on financial internal control knowledge and District Directives.

 

Approves other contractual arrangements.

Other Job Functions

Develops and administers the department’s budget, goals, and objectives in accordance with District strategic goals and priorities.

 

Reviews, approves and authorizes user roles for system access.

 

Performs other duties as assigned.

Minimum Qualifications

Knowledge of:
• Technical accounting theory, practices and principles.
• Governmental and other accounting standards.
• FERC and NARUC regulatory requirements.
• Auditing standards and processes.
• Complex Federal, State and Local laws and regulations.
• Federal, State and Local tax laws and regulations.
• Financial and Accounting systems, computer applications including large scale Enterprise Resource Planning systems and Microsoft Office Suite.
• Financial and budgeting processes and cost-benefit techniques.
• Project management and negotiation.
• Relationship building/partnering, and conflict management/ mediation.
• Current leadership philosophies, theories and practices.
• Customer service techniques and practices.
• Written and oral communication and report writing techniques.

Experience/Education

  • Bachelor’s Degree in Accounting, Finance or Business or related field, AND
  • Eight (8) years accounting, budget preparation and/or audit experience with three (3) of those years in a lead or supervisory role.

License/Certification

• Valid Washington State Driver License.

Preferred Qualifications

  • Certified Public Accountant
  • Financial or accounting experience in an electric utility.
  • Knowledge of energy risk management issues including credit evaluation of counterparties and middle and back office functions.
  • Knowledge of or experience with SAP.

Working Conditions

• Duties performed primarily in an office environment and require the repetitive use of a computer, keyboard and mouse.
• Travel to District meetings and offices required.
