Job Definition

Analyzes, designs, codes, tests, implements, and maintains complex computer programs/systems and produces technical documentation.  Develops and performs complex system conversions; analyzes, designs, writes and uses standard routines; performs cost/benefit analysis.

Essential Job Functions

Analyzes, develops, and maintains system applications to include design, coding; testing, troubleshooting, implementation, modifications and support for complex computer applications. 

 

Develops and performs complex system conversions.

 

Researches and defines system scope and objectives; identifies a solution for issues requiring program (or system) modification.  Provides ITS management with recommendations and work requirements.

 

Performs alternative and cost benefit analysis.

 

Leads the development of and follows security & quality assurance standards and best practices.

 

Develops and maintains documentation.

 

Leads the development of and follows policies, procedures, standards, and methodologies within Information Technology Services and the District. 

 

Plans and executes disaster recovery procedures.

 

Provides oversight, training, coaching, and mentoring to ITS staff.

Experience/Education
  • Bachelor’s Degree in Business Administration, Computer Science or related field and five (5) years progressively more responsible programming and application systems experience.
License/Certification
• Valid Washington State Driver License.
Preferred Qualifications
  • Experience with software engineering practices and methodologies.
Working Conditions
• Duties performed in an office environment and require the repetitive use of a computer, keyboard and mouse.
• Travel to District offices, training, and meetings is required.
• 24/7 pager duty may be required.
