Title and Salary
We are recruiting for 2 positions at multiple levels, from Associate Operational Technologies Engineering Specialist to Senior Operational Technologies Engineering Specialist. The successful candidate will be placed into the appropriate level and salary based on qualifications.
Job Definition
Provides leadership on all aspects of the planning, organization, scheduling and support functions of the Operational Technology (OT) systems (DMS/OMS/SCADA/eDNA). Develops, implements, and improves technical work processes in the applications of OT systems and cyber security issues as they relate to OT systems to cost effectively meet District and internal customer needs. Manages the planning, development, organization, communication, and implementation of large scale District OT projects requiring work and coordination of multiple internal and external individuals and groups with diverse interests. Acts independently on OT technical matters.

Essential Job Functions
Performs advanced software design, development and/or integration. Coordinates and develops work processes and standards as they relate to OT systems; ensures compliance with FERC/NERC requirements.
Manages, organizes and schedules OT projects to meet District and division objectives which satisfies customer needs. Serves as Project Leader responsible for design, administration and control of OT projects.
Provides technical expertise to the District’s management personnel, including presentation of feasibility and status of OT systems reports, project cost estimates and economic analysis, and technical alternative cost-benefit analysis.
Acts independently and retains full technical responsibility while defining, coordinating and delegating project task assignments, and maintaining liaison with individuals and groups within and outside the District.
Establishes goals, objectives, priorities, and schedules on projects. Establishes project cost estimates including resource availability (labor and material) including alternatives to accomplish planned goals, and objectives.
Directs, coordinates, reviews, and approves work of the project team and consultants’ work. Provides technical leadership in problem solving on issues related to OT systems.
Provides consulting services including training to District staff, vendors, customers, consultants, and others in the area of technical specialty.
Keeps abreast of technological developments impacting electric facility design/construction/maintenance/operation and recommends changes warranted by these technical developments.
Assists in the development of staffing needs of the department and makes recommendations to the manager for optimum levels.
Performs assessment of current and future technologies to best position the District in a complex and significantly changing business environment.
Plans, develops and conducts management briefings with the manager and District senior management to ensure effective communication about the project scope, budget, and status with regard to the District’s business strategies.
Assures effective utilization of District and industry standards in completing OT work activities.

Prepares Capital and Operations and Maintenance program estimates for Capital and Operations and Maintenance plans.
Serves as acting manager in their absence.

DIRECTION RECEIVED:
Supervision and guidance relate largely to overall objectives, critical issues, new concepts, and policy matters. Consults with manager concerning unusual problems, developments, and customer issues.
Minimum Qualifications
Experience/Education
Associate Operational Technologies Engineering Specialist
- Bachelor’s of Science Degree in Physical Science, Computer Science, or Engineering related field; OR the equivalent combination of related education and experience; AND,
- Three (3) years progressive engineering related or Operational Technologies systems experience.
Operational Technologies Engineering Specialist
- Bachelor’s of Science Degree in Physical Science, Computer Science, or Engineering related field; OR the equivalent combination of related education and experience; AND,
- Five (5) years progressive engineering related experience, with two (2) of those years as a project technical lead in the Operational Technologies field.
Senior Operational Technologies Engineering Specialist*
- Bachelor's of Science degree in Physical Science, Computer Science, or Engineering related field; OR the equivalent combination of related education and experience; AND,
- Eight (8) years progressive engineering related experience, including five (5) of those years in the electric utility industry with three (3) years in a supervisory, lead, or project manager capacity in the Operational Technologies field.
*Note: For the employee who has met the minimum entry education and experience requirements, the additional time required to be proficient in performing the job is six months to one year.
License/Certification

- SCADA and/or ADMS experience at an Electric Utility
