Job Definition

Plans, coordinates, implements and controls various financial accounting functions. Designs and supports effective processes for accurate, timely financial and managerial reporting. Provides financial analysis and reporting for both external and internal customers.  Ensures the timely and accurate maintenance of records and accounts in accordance with Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB), Federal Energy Regulatory Commission (FERC) and National Association of Regulatory Utility Commissioners (NARUC) regulations.  Supports the District’s strategic priorities, in particular responsible cost and fiscal management.

Essential Job Functions

Reviews and prepares complex, detailed schedules, work papers, journal entries, and reconciliations of general ledger accounts and sub-ledgers including cash and investments, receivables, payables, fixed assets, payroll, debt and inventory.

 

Researches and analyzes accounting rules and regulations to determine applicability to the District.

 

Analyzes, evaluates and interprets contracts, agreements and other supporting documentation to determine the proper accounting treatment of complex transactions.

 

Ensures compliance with reporting obligations and provides reliable data to facilitate decision-making.

 

Identifies and quantifies opportunities and risk mitigation for process improvements.

 

Works closely with independent, federal, state and local auditors providing detailed documentation and narratives, audit schedules and analysis of general ledger account variances. 

 

Assists District employees in maintaining accurate records and documentation for grant funded projects in compliance with grant reporting requirements.

 

Performs periodic financial statement analysis using a variety of analytics and reporting tools.

 

Analyzes and evaluates statistical reporting for power and water purchases and sales.

 

Maintains and develops a knowledge of financial system technologies, utility industries, accounting practices and principles.

 

Analyzes and evaluates capital work to confirm that asset installations and retirements are accurately identified and processed; resolving discrepancies. 

 

Ensures accurate, period-end plant closing processes including work in progress analysis, depreciation processing, and work order closing. 

 

Analyzes and interprets new and existing tax law to determine the impact on District operations, ensuring compliance. 


Monitors and reviews procedures, processes and controls and recommends modifications. Coordinates related system changes with the Manager, Finance Systems Support.

 

Serves as project lead on special projects, providing leadership and facilitating team efforts.

 

Provides a broad range of in-depth services in support of responsible cost and fiscal management. 

 

Coordinates with the Enterprise Data Steward to ensure financial master data integrity and compliance with District Information Governance policies.

 

Reviews, tests and validates system configuration, updates and changes.

 

Maintains Enterprise Resource Planning (ERP) system master data for financial systems including, but not limited to financial statement structure, intercompany eliminations, cost centers, profit centers, activity types and internal orders.

 

Creates monthly and annual financial statements including Combined Statements of Net Position; Combined Statements of Revenues, Expenses, and Changes in Net Position; and Combined Statements of Cash Flows and financial statements for each system.

 

Acts as lead in coordinating month end closing process.

 

Leads creation of Annual Report, Quarterly Report and other projects.

 

Provides financial analysis assistance to all organizational levels.

 

Develops standard and ad hoc queries and reports from the Finance databases for use by various departments, committees and management ensuring data is accurate.

 

Develops, coordinates and prepares written reports and makes presentations to senior management regarding general accounting, finance, risk management, budget and related topics, as requested.
 

Specialized Job Functions

Payroll Reporting and Compliance

Analyzes, evaluates, interprets, and processes payroll, labor and benefit data.

 

Interprets and analyzes contractual labor agreements and legislative mandates to ensure correct accounting and payroll treatment.

 

Applies knowledge of payroll accounting, District policies and regulations, Collective Bargaining Agreements, deferred compensation and retirement plans, as well as other payroll disciplines to payroll processes.

 

Plans and executes accurate and timely payroll processing in coordination with internal and external business partners.

 

Performs duties of the Payroll System Administrator and Payroll Accountant when needed.  

 

Other Job Functions

Minimum Qualifications

Knowledge of:
• Advanced accounting theories, practices and principles

Experience/Education

  • Bachelor’s Degree in Accounting, Finance or Business or related field, AND
  • Five (5) years progressive accounting experience.  For Payroll Reporting and Compliance the candidate must have a minimum of five (5) years’ experience performing payroll functions.

License/Certification

Preferred Qualifications

  • Certified Public Accountant (CPA) or other professional accounting certification
  • Financial or accounting experience in an electric utility
  • Knowledge of Federal Energy Regulatory Commission accounting regulations
  • National Association of Regulatory Utility Commissioners regulations
  • Experience with Enterprise Resource Planning system
  • Knowledge of or experience with SAP
  • Experience with an outside payroll service provider (Payroll only)

Working Conditions

• Duties are performed in an office environment.
• Requires the repetitive use of a computer keyboard and mouse.
• Travel to business meetings and District offices is required.
• Incumbent may be required to work outside normal business hours as necessary for critical issue resolution and/or to achieve project milestones.
