We are recruiting at multiple levels, from Associate Operational Technologies Engineering Specialist to Senior Operational Technologies Engineering Specialist. The successful candidate will be placed into the appropriate level and salary based on qualifications.

Job Definition

Provides expertise on aspects of the planning, organization, scheduling and support functions of the Operational Technology (OT) systems (DMS/OMS/SCADA/eDNA).  Develops, implements, improves technical work processes in the applications of OT systems and cyber security issues as they relate to OT systems.  Performs as project technical leader or individual researcher on assigned projects related to OT systems and makes decisions independently on issues and methods.

Distinguishing Characteristics


Essential Job Functions

Performs basic OT software design, development and/or integration.  Performs tasks such as designs, studies, analysis, surveys, and investigations on OT systems.


Applies standard computer technology practices, work procedures, and techniques in specific situations and day to day work.  Complies with FERC/NERC requirements.


Performs as project technical leader on small to medium projects and/or on projects which may have relatively few complex features requiring an overall knowledge of the District’s computer technology practices, standards, and methods.


Prepares specifications, request for proposals, evaluates bids, and prepares recommendations on material, contracts, purchase of materials and equipment for management considerations for projects based on pre-established standards.  Manages contract work on assigned projects.


Coordinates work with the project team and consultants’ work on projects based on pre-established District standards and practices.


Assists in the development of training programs for District staff, vendors, customers, consultants, and others, which may include conducting actual training on a specific specialty.


Maintains current knowledge of computer technology. Engages in research and development of tools and methodologies to improve department productivity and effectiveness.


Maintains EMS/SCADA systems and programs to include system and program design; program coding; test plan design and implementation to verify accuracy of programs and the interdependent relationship of programs and systems; and system and program analysis for satisfying user needs, maintainability and efficiency.


Assists with establishing technical goals, objectives, priorities, and schedules on assigned projects. Prepares project computer technology cost estimates including alternatives to accomplish planned goals and objectives.

Specialized Job Functions


Receives instructions on specific assignment objectives, complex features, and possible solutions and then independently performs most assignments.  Assistance is furnished on unusual problems and work results are reviewed in detail for application of sound technical judgment and conformance to standards and objectives. Manages time to work concurrently on multiple assignments.

Other Job Functions

Manages assigned project technical tasks within cost estimates and schedules.


Works effectively using the services of various organizational groups within the District.


Serves on task or work groups to improve work processes and methods related to OT systems.


Performs other duties as assigned.

Minimum Qualifications
Knowledge of:
• Basic principles, practices, methods, analysis, equipment and techniques in computer technology.
• Data management, office automation, and distributed processing techniques and concepts.
• Basic economic analysis, risk assessment, and risk management techniques.
• Various computer programming languages and operating systems.
• Facility and system operation and maintenance.
• Customer relations techniques.
• District's mission, objectives, values and business drivers.
Ability to:
• Work in a team environment with a strong customer focus on both internal customers and external customers.
• Communicate and work effectively, both orally and in writing, with various levels of the organization, outside agencies, and customers.
• Successfully complete computer technology aspects of design and construction projects and other assigned tasks.

• Proficient use of latest computer technologies and tools applicable and available at the District in performing assigned tasks and projects.
• Learn, interpret, apply, and explain codes, regulations, policies and procedures.
• Develop technical concepts, scope of work, schedules, cost estimates, methods, and manage project technical aspects through completion.
• Train other department personnel in the area of expertise.
• Maintain records and prepare reports.
• Use independent and discretionary judgment.
• Learn, interpret and apply District directives, policies and procedures.
• Work with and maintain confidential information.

Associate Operational Technologies Engineering Specialist

  • Bachelor’s of Science Degree in Physical Science, Computer Science, or Engineering related field; OR the equivalent combination of related education and experience; AND,
  • Three (3) years progressive engineering related or Operational Technologies systems experience.


Operational Technologies Engineering Specialist

  • Bachelor’s of Science Degree in Physical Science, Computer Science, or Engineering related field; OR the equivalent combination of related education and experience; AND,
  • Five (5) years progressive engineering related experience, with two (2) of those years as a project technical lead in the Operational Technologies field.


Senior Operational Technologies Engineering Specialist

  • Bachelor's of Science degree in Physical Science, Computer Science, or Engineering related field; OR the equivalent combination of related education and experience; AND,
  • Eight (8) years progressive engineering related experience, including five (5) of those years in the electric utility industry with three (3) years in a supervisory, lead, or project manager capacity in the Operational Technologies field. 
• Valid Washington State Driver License.
Preferred Qualifications


Working Conditions
• Duties are performed both in an office environment and in field situations in varying weather conditions that include utility construction sites and work in vicinity of energized equipment and conductors.
• Must be able to lift and carry equipment, boxes, tools, drawings, packages, etc., up to 25 pounds.
