Job Definition
Manages and coordinates the implementation, and support of District Information Technology (ITS) Applications and Shared Technology Services aligned with business process areas. Lead the utility’s Enterprise Asset Management (EAM) systems program and team performing software configuration/development, system integration and application development across all phases of the software development lifecycle. Engage business stakeholders at all levels regarding prioritization of changes supporting continuous improvement of District systems; support project delivery; manage staff performance, development, recognition and coaching as appropriate.

Essential Job Functions
Manages and evaluates the performance of assigned team including providing coaching, positive recognition and discipline when appropriate. Facilitates creation of team environment through communication, setting objectives and coordinating individual and team assignments. Provides opportunity for employee development and training as appropriate. Ensures staff understands and complies with District Directives, safety rules and other related policies and procedures and operational compliance requirements.
Establishes performance expectations, work priorities, staff assignments and administrative procedures. Cooperates with other District departments to ensure coordinated work efforts.
Evaluates staffing needs of the department and makes recommendations to the Senior Manager, ITS Applications/Operations Management for increases and/or decreases in staffing levels. Leads staffing recruitment and retention efforts in support of ITS mission and goals.
Implements organization strategies and operational objectives through the effective direction and management of resources
Actively facilitates communication and activities between internal department/division, various levels of the organization, and outside agencies/customers.
Plans, manages, oversees and supports SAP system implementations, release enhancements, and technical upgrades.
Manages all facets of SAP System Development Life Cycle (SDLC) to include SAP configuration in support of business requirements gathering, testing and training activities.
Oversees the end-to-end design, development and maintenance of applications and shared IT services supporting business process areas.
Supports all ITS Departments including the Program Management Office, Operations, Enterprise Architecture, and Budget and Administration to discuss and actively manage short and long-range planning, governance, policy development for managing complex issues, resource management, standard practices, research and development, quality assurance, and the budgeting/capital equipment planning.
Leads staff effectively through the planning, development, and implementation of organizational Change Management.
Identifies and implements metrics and KPIs relating to team performance, operational performance, resource utilization, and continuous process improvement.
Leads process of setting service level targets for assigned IT areas, and coordinates with peers to influence those targets. Monitors service levels to ensure performance against targets.
Partners with other IT areas, at various levels, to accomplish goals and coordinate cross-team work activities and resource needs.
Maintains a thorough knowledge of the IT disciplines. Cultivates, communicates and enforces policies, procedures and standards for the team.
Works closely with customers and colleagues to identify and maximize opportunities to use technology to improve business processes, strategies, and promote the strategic use of standards and new technologies.
Continually reviews current IT responsibilities against department needs to identify areas where technology can resolve business needs through the evaluation, implementation and support of technology.

Assists in the development and administration of the budget, goals, and objectives for the ITS Applications/Operations Management department.
Develops and maintains key vendor relationships associated with assigned IT segment or area to ensure service level agreement and deliverables are met.
Manages contracting personnel program to ensure compliance with District policies and practices.
Perform duties of Senior Manager, ITS Applications/Operations Management as needed.
Performs other duties as assigned.
Minimum Qualifications
Experience/Education
- Bachelor Degree in Computer Science, Information Services, Business Administration, or related field OR equivalent combination of related education and experience; AND
- Five (5) years directly related, progressively more responsible information technology services experience, including three (3) years supervisory experience.
License/Certification
Preferred Qualifications
- Experience with successfully implementing and supporting highly complex, large scale business applications.
- Experience with SAP software implementation and support.
