Job Definition

Responsible for District’s Physical Security, Emergency Management and Business Continuity programs.  Oversees and manages the development, implementation and update of the District’s security plans, policies, guidelines, and directives as they relate to the District’s physical facilities.  Manages employees engaged in physical and personnel security activities as they relate to District security.  Responsible for the development, update and compliance of appropriate assigned NERC CIP standards, policies, & procedures.  Oversees the development, implementation, and update the District’s Business Continuity Plans and District’s Emergency Preparedness programs.  Investigates security breaches and criminally related activities, acting as the District’s liaison with law enforcement agencies.

Essential Job Functions

 

Manages and evaluates the performance of assigned staff including providing coaching, positive recognition and discipline when appropriate.  Provides opportunity for employee development and training, ensures staff understands and complies with District Directives, safety rules and other related policies and procedures

.
Establishes performance expectations, work priorities, staff assignments and administrative procedures.  Evaluates staffing needs of the workgroup and makes staffing recommendations to the Sr. Manager.  Conducts interviews and makes staff selections to meet the Districts strategic plans and critical goals.


Responsible for the development and implementation of District’s security and emergency plans, policies, guidelines and directives.  Leads security program initiatives and projects consistent with District requirements and industry guidance.


Supports the Sr Mgr, Facilities, on all security, business continuity and emergency management matters, recommending best practices, proposed changes in policies, procedures, guidelines and directives. Ensures compliance with all appropriate state and federal laws.


Oversees the development, implementation, and update of District’s emergency preparedness plans, including conducting training and exercises to ensure the District is prepared to respond and recover from business interruptions and disasters.  Responsible for leading the District’s disaster response and business continuity efforts.


Manages and evaluates the Districts contracted Security Officers program. 


Oversees visitor control and access control for all facilities.


Maintains awareness of new developments and best practices in access control and physical security; evaluates and maintains detailed knowledge of system functionalities, reliability, and technology. Oversees the design, implementation, and maintenance of all technical physical security sub-systems.

 

Responsible for strategic planning efforts to protect District physical assets from damage or misuse.  Works with other departments to ensure compliance of asset protection and emergency planning into infrastructure management, systems, and capital project planning. Performs site inspections, reviews asset protection plans, and assess vulnerabilities. Stays abreast of Department of Homeland Security, NERC and other organization program requirements and potential impacts.

 

Oversees incident response planning, leads investigations and responses to security breaches, vandalism, thefts, fraud, threats against District assets or personnel, and irate customers.  Oversees incidents reported to law enforcement. 

 

Coordinates and establishes a good working relationship with state, federal, local agencies and others relating to security and protecting the Districts assets.  

 

Responsible for District NERC CIP standards compliance efforts by serving as a physical security standard lead and subject matter expert (SME).  Develops and ensures quality and timeliness of work product, compliance, and documentation.

 

Participates in emergency planning and security activities with other utilities for planning and responding to incidents and threats against the region’s electrical power system.

 
Conducts and/or participates in physical security audits and evaluations of District facilities as well as security compliance through self-assessments and physical security analyses.  Assesses vulnerabilities, risks and deficiencies and makes recommendations for security enhancements. 


Responsible for the ongoing employee physical security education/awareness program.

Oversees physical security projects, including preparing scopes of work, technical specifications, and bid documents.  Oversees contract award process, including monitoring contractor project performance, coordination of engineering and labor resources, punch-list, and project closeout.

Minimum Qualifications
Knowledge of:
• Corporate physical security practices.

Experience/Education
  • •    Bachelor’s degree in Business Administration, Public Administration, or related field OR equivalent combination of related education and experience, and
    •    Five (5) years progressively more responsible experience in a utility and/or security field with involvement in policy decisions and implementation of policy, including three (3) years project management experience and three (3) years in a lead or supervisory experience.
     
License/Certification
• Valid Washington State Driver License.
Preferred Qualifications

•    Experience with electrical utility compliance with NERC CIP standards
•    Direct experience and background working with intelligence and law enforcement agencies. 
•    ASIS certification as a Physical Security Professional (PSP) or Certified Protection Professional (CPP)

Working Conditions
• Duties are performed primarily in an office environment and require the repetitive use of a computer keyboard and mouse.
• May be exposed to work in field situations that include utility facilities with energized equipment and conductors.
• Field locations expose incumbent to varying weather conditions and uneven terrain.
• Travel to other utilities, conferences, and meetings are required.
• This job is on call 24 hours a day, 7 days a week and requires immediate response after normal working hours.
