Job Definition

Manages the organization and operation of the AMI Technologies Department for the effective and efficient operation of the Advanced Metering Infrastructure with specific focus on the AMI Head End System (HES) and the Meter Data Management System (MDMS). Ensures that system performance of AMI meter readings, meter alarms and meter controls as well as data completeness and accuracy support the needs of customer billing, energy efficiency, grid operations, and grid planning.

Essential Job Functions

Manages and evaluates the performance of assigned staff including providing coaching, positive recognition and discipline when appropriate.  Provides opportunities for employee development and training as appropriate.  Ensures staff understands and complies with District Directives, safety rules and other related policies and procedures.  Ensures department goals and objectives align with District goals and objectives.

 

Manages vendor contracts and vendor performance in support of the AMI systems operations. Establishes service level expectations and holds vendors accountable to those expectations. Be the main point of contact for those contracts.

 

Demonstrates leadership that is caring, respectful and collaborative.  Works to ensure the safety and well-being of employees; listens and responds to employee feedback and shows appreciation.

 

Establishes performance expectations, work priorities, staff assignments and administrative procedures.  Cooperates with other District departments to ensure coordinated work efforts.

 

Evaluates staffing needs of the department and makes recommendations to the Senior Manager for increases and/or decreases in staffing levels.  Conducts interviews and makes staff selections to meet the District’s strategic plans and critical goals. 

 

Ensures an equitable distribution of workload among staff and provides for appropriate training.  Develops and implements new and improved processes and measurements to improve productivity. 

 

Manages, organizes, plans and schedules work, personnel, and other resources to ensure a safe, efficient, and cost-effective technical infrastructure for AMI applications.  Works with AMI Product Manager and other departments and divisions to ensure AMI meets the short-term and long-term goals of the District.

 

Provides technical expertise to District management and other departments, including support for AMI systems.

 

Actively facilitates communications and activities between internal departments/divisions, various levels of the organization.

 

Manages and coordinates end to end testing of AMI-related systems and processes including departments such as Metering, Telecommunications, Customer Accounting, Customer Service and Operations Technology. Maintains and manages the AMI Technologies Test Lab which supports end to end testing.

 

Works closely with Metering, Telecommunications and ITS to troubleshoot and resolve AMI system performance issues. Works closely with Customer Service, Customer Accounting and ITS to resolve data quality issues.

 

Reviews work related accidents, completes accident reports, and initiates corrective measures.

 

Manages office procedures, ensures proper records are maintained and submits periodic reports as required.

 

Manages department research and development project activities related to the District’s AMI systems as required.

 

Manages AMI data necessary for engineering and customer energy usage analysis.

Leads the development and administration of the budget, goals, and objectives for the department.

 

Develops and maintains key vendor relationships associated with AMI technologies to ensure service level agreements and deliverables are met.

 

Manages contracting personnel program to ensure compliance with District policies and practices.

 

May serve as acting Senior Manager in the absence of the Senior Manager.

 

Provides support during a storm response or major emergency.  This could include being a part of the Storm Management Team.  Ensures proper support of AMI applications during a storm or major emergency.

 

Performs other duties as assigned. 
 

Minimum Qualifications
Knowledge of:
• Management and supervisory principles and practices.

Experience/Education
  • Bachelor’s Degree in Electrical Engineering, Computer Science, Business or Public Administration, or related field; OR the equivalent combination of related education and experience, and
  • Eight (8) years directly related and progressive electric engineering, AMI Technologies, Operational Technologies or IT experience, with three (3) of those years in an electric utility performing in a lead capacity.
License/Certification
• Valid Washington State Driver License.
Preferred Qualifications
  • Experience managing AMI HES and MDMS technologies
Working Conditions
• Duties are performed primarily in an office environment.
• Incumbent may be required to travel to meetings, conferences and construction work sites.
• Construction sites expose incumbent to energized equipment, varying weather conditions, and uneven terrain.
• May be required to work extended hours, up to 40 hours, in response to a storm or major emergency.
