Job Definition

Develops, oversees and updates the District’s Emergency Management All Hazards Incident Management and the Business Continuity programs.  Trains, prepares, and advises District staff in restoring critical services to its customers and employees after a disaster or emergency management incident, as well as represents the District in local and state efforts. Responsible for planning, conducting exercises, training and evaluation of Emergency Management plans at all levels of the organization at the direction of management.  Responsible to ensure the District is prepared for recovery of each business unit, development of plans, updates, and training preparedness.  Key advisor to District staff and first responders, with a significant role in planning and managing the District’s emergency preparedness, response and recovery policies and programs to ensure compliance with regional and national emergency preparedness practices.

Essential Job Functions

Develops, implements and manages the District’s emergency preparedness, response and recovery policies and programs to ensure compliance with regional and national emergency preparedness practices to mediate “All Hazard Incidents” (planned, forecasted and no-notice events) that involve the District.

 

Develops implements and trains the Incident Management Team (IMT) to fulfill the Districts All Hazard Incident Management Program’s ability to meet FEMAs Mission areas to prevent, protect, mitigate, respond and recover from any incident that impact the District.

 

Works with Facilities to redesign, maintain and update the infrastructure for the current Emergency Operations Center (EOC) to support the Incident Management Team requirements.

 

Develops and maintains a comprehensive Business Continuity Plan District wide that incorporates each department’s plans, policies, and procedures for restoration planning, earthquake recovery, emergency response and recovery programs.

 

Plans, develops and implements adopted strategies, plans, programs, exercises, and training for executive management, supervisory staff as well as first level responders who will be involved in Regional emergencies.

 

Interacts with other District Departments, City, County, State and Federal agencies, and private sector companies involved in local or region-wide planning, response and recovery from emergencies.

 

Develops, designs, tests, implements, supports, facilitates, reviews and maintains Emergency Operations Plans and procedures, Continuity of Operations Plans, Rapid Response Plans, and other relevant emergency plans. 

 

Ensures District compliance with Federal guidelines such as the National Incident Management (NIMS) as well as other applicable laws, rules, regulations ordinances, codes, and internal policies, procedures and standards.

 

Assists in Federal and State grant programs and reimbursement claims related to the District’s emergency preparedness, response, recovery, and mitigation programs.

 

Integrates with key organizations within the District to help develop, exercise and evaluate plans involving emergency preparedness and first responders, as well as leads and conducts training as needed.

 

Reviews, evaluates, and advises to senior management improvements for emergency operations and continuity plan content for process, system and organizational changes; identifies need for plan changes and new procedures; ensures appropriate format and content, staying current with best practices.

 

Provides guidance in the event of a disaster or emergency by serving as a member of the District’s Incident Management Team. 

 

Coordinates with external emergency management organizations for local and regional preparedness efforts, activities, training, exercises, and emergency response to an event.

 

Provides emergency notifications and situational awareness through the collection, analysis, and distribution of information and intelligence.  Distributes emergency notifications and situational awareness through automation of emergency management notification software application.  Administers, generates reports, and works to problem-solve software issues.

 

Assists Generation Dam Safety Engineers with conducting and coordination of FERC mandated Emergency Action Plans (EAPs), limited to tasks associated with those EAPs as it pertains to Emergency Management.

Minimum Qualifications
Knowledge of:
• Emergency operations and Continuity of Operations Planning including planning facilitation and written plan development.
• Homeland Security Exercise and Evaluation Program (HSEEP).
• Emergency Operations Center (EOC) management principles and practices.
• Developing emergency management programs compliant with federal guidelines such as the National Incident Management System.
• Incident Command System (ICS) principles and practices as applies to EOC management and field operations.
• Collection, analysis, and development of situational awarement of an incident and during steady state operations.
• Multiple source Homeland Security Intelligence (HSINT) and weather-related intelligence/information.
• Forecasting future requirements.
• Fundamentals of managing and leading projects
• Facilitating meetings and making public presentations.
• Assembling and leading large, multiple interdisciplinary teams.
Ability to:
• Follow all applicable safety procedures.
• Communicate effectively with all levels of the organization and outside agencies.
• Work independently and use discretionary judgment.
• Train and instruct employees and the public.
• Work effectively as a team member.
Experience/Education
  • Bachelor's degree in disaster and emergency management, business continuity, public administration, urban planning, business, public relations, communications or security, or the equivalent combination of related education and work experience, and
  • Four years of related program management experience; including (2) years leading emergency management planning, response, recovery and business continuity for a medium size organization.
License/Certification
• Washington State Driver’s License.
• Certified Emergency Manager (CEM).
Preferred Qualifications
  • Completion of FEMA Professional Development Series (PDS).
  • Certified in NIMS ICS – 300 and ICS – 400 as an Instructor 
  • Possess or be eligible for a Federal level Secret Security Clearance. 
     
Working Conditions
• Duties are performed primarily in an office environment and require the repetitive use of a computer keyboard and mouse.
• May be exposed to work in field situations that include utility facilities with energized equipment and conductors.
• Field locations expose incumbent to varying weather conditions and uneven terrain.
• Travel to other utilities, conferences, and meetings are required.
• This job is on call 24 hours a day, 7 days a week and requires immediate response after normal working hours.
