Job Definition

Provides technical and engineering services related to the design, maintenance, operations, improvements of and additions to the District’s electric system in a technically sound, safe, timely, and cost effective manner to enable the District to realize its goals and objectives. Performs as project leader on assigned projects and tasks.

Snohomish PUD is seeking a self-starter who enjoys working in a collaborative team environment.  This position requires experience with electric power systems and makes frequent use of such tools as power flow analysis software. The successful candidate will become part of the distribution planning team, assigned to and responsible for a geographic region of the county. Distribution planners provide settings for voltage regulation devices, specify size, location, and operation of reactive power sources, perform flicker and power quality analysis, and develop contingency switching plans for System Operators to use when abnormal conditions occur so that system overloads and unacceptable voltages don’t result. In addition, they develop load forecasts, perform system impact studies for major load or generation interconnections, and develop system improvement projects to ensure safe, reliable, and cost-effective electric service to our customer-owners.

Distinguishing Characteristics

DIRECTION RECEIVED:

Receives instructions on specific assignment objectives, complex features, and possible solutions and then independently performs most assignments.  Assistance is furnished on unusual problems and work results are reviewed in detail for application of sound engineering judgment and conformance to standards and objectives. Manages time to work concurrently on multiple assignments.

Essential Job Functions

Performs technical and engineering tasks such as designs, studies, analyses, calculations, surveys, layouts, and investigations on specific and limited assignments based on pre-established District standards and practices.

 

Applies standard engineering practices, work procedures, and techniques in specific situations and day to day work.

 

Performs as Project Leader on small to medium projects and/or on projects which may have relatively few complex features requiring an overall knowledge of the District’s engineering practices, standards, and methods.

 

Prepares Specifications and Request for Proposals, evaluates Bids, and prepares recommendations on material, contracts, purchase of materials and equipment for management considerations for projects based on pre-established standards.  Manages contract work on assigned projects.

 

Performs inspection and field-engineering work on assigned projects.

 

Coordinates work with the project team and consultants’ work on projects based on pre-established District standards and practices.

 

Assists in the development of training programs for District staff, vendors, customers, consultants, and others, which may include conducting actual training on a specific specialty.

 

Responds to and investigate customer inquiries, questions and complaints; interprets and provides information concerning services, programs, projects, policies and objectives. Effectively interacts, responds, and coordinates activities with customers including governmental agencies.

 

Establishes goals, objectives, priorities, and schedules on assigned projects. Establishes project cost estimates including resource availability (labor and material) and alternatives to accomplish planned goals and objectives.

Minimum Qualifications

Knowledge of:
• Basic principles, practices, methods, analysis, equipment and techniques in the field of applicable engineering discipline.
• Engineering plans and specifications, construction standards and methods, design standards, safety practices and codes, project management, and District’s work authorization procedures.
• Economic analysis and evaluation techniques.
• Engineering analytic and technical aspects of field of specialty.
• Regulatory requirements applicable to the District, District policies and procedures.
• Facility and system operation and maintenance
• Customer relations techniques.
• Computers and applicable computer applications.
• District's mission, objectives, values and business drivers.
Ability to:
• Work in a team environment with a strong customer focus both internal customers and external customers.
• Successfully complete design and construction projects and other assigned tasks.
• Plan and organize work, incorporating changing District priorities.
• Proficient use of latest technologies applicable and available at the District in performing assigned tasks and projects.

Experience/Education

Senior Design Engineer

  • Bachelor’s of Science Degree in Engineering; and,
  • Two (2) years directly related engineering experience; and,
  • *Must have demonstrated the successful accomplishment of work of the nature defined for this job level, “Senior Design Engineer”.

Engineer

  • Bachelor’s of Science Degree in Engineering ; and,
  • Four (4) years directly related engineering experience and FE** or EIT; or 6 years related engineering experience; and,
  • *Must have demonstrated the successful accomplishment of work of the nature defined for this job level, “Engineer”.

**Note: FE (Fundamentals of Engineering) Certification is recognized by the Washington State board of Registration for Professional Engineers and Land Surveyors and is equivalent to an EIT (Engineer in Training).

Professional Engineer

  • Bachelors of Science Degree in Engineering; and, Six (6) years related engineering experience, with 2 of those years as a Lead or Project Engineer; and, *Must have demonstrated the successful accomplishment of work of the nature defined for this job level, “Professional Engineer” 

Principal Engineer

  • Bachelors of Science Degree in Electrical, Mechanical, or Civil Engineering; and, Nine (9) years progressive applicable engineering experience, with 3 of those years  as a Lead or Project Engineer capacity in the electric or water utility engineering field.

OR

  • Washington State Professional Engineer License (PE), or ability to obtain through reciprocity; and, Eight (8) years directly related engineering experience, four (4) of which are performed at an electric utility; and, *Must have demonstrated the successful accomplishment of work of the nature defined for this job level, “Engineer”.

License/Certification

• Valid Washington State Driver License.

Preferred Qualifications

  • Hands-on experience using distribution load flow software such as Synergi, Cyme, or Milsoft
  • Proficiency with scripting tools to automate analysis
  • Eperience with spatial load forecasting
  • Excellent report writing skills
  • Adept at database management
  • Familiarity with non-traditional energy sources (distributed energy resources)
  • Effective time management skills
  • Electrical engineering background
  • Experience in transmission or distribution system design and project management
  • Proficiency with large-data integration for planning analysis

Working Conditions

• Duties are performed both in an office environment and in field situations in varying weather conditions that include utility construction sites and work in vicinity of energized equipment and conductors.
• Requires the ability to walk and/or climb around uneven terrain and construction sites in possible inclement weather.
• Must drive District vehicles to various work sites/locations.
• Incumbent must be able to lift and carry equipment, boxes, tools, drawings, etc., up to 25 pounds.
• Incumbent performs repetitive movements from use of a computer and mouse.
• Frequent phone contact with various customers.
