Job Definition

This position is part of the Human Resources Information Systems (HRIS) team supporting Team PUD.  This opportunity will support the operation of multiple Human Resources Information Systems (HRIS) with specific focus on business analysis, reporting, leading small to medium projects, and intermediate to complex system issues.  Candidates should have good organizational skills, ability to manage conflicting priorities, curiosity to problem solve, and a continual improvement focus to find efficiencies in HR business processes. HRIS experience is preferred.
 
The Snohomish County PUD Human Resources Department is currently working hybrid, with some days in the office and others designated as work from home.  Work location flexibility will be expected from the person filling this role.

Essential Job Functions

Supports, monitors, problem solves, troubleshoots, and maintains, established enterprise business application(s).

 

Assists and makes recommendations with the analysis, design, upgrade, test, and implementation of at least one enterprise business application. 

 

Serves as a liaison between business users and IT to analyze, define and recommend technical solutions to meet business needs, facilitate process improvement, and enhance workflow.

 

Identifies business user’s high level business requirements and translates into functional specifications for IT support.

 

Develops detailed requirement specifications and delivers test plans, training and assists with operating procedures.

 

Assists in cost benefit analysis.

 

Follows security & quality assurance standards and practices.

 

Develops and maintains documentation.

 

Follows policies, procedures, standards, and methodologies within the Department and District.

 

Understands business processes of at least one District/Division/Department.

Experience/Education

Business Analyst

  • Bachelor’s Degree in a related field and two (2) years progressively more responsible application support experience OR the equivalent combination of related education and work experience.

Sr Business Analyst

  • Bachelor's Degree in a related field and four (4) years progressively more responsible Business Analyst experience OR the equivalent combination of related education and work experience.

License/Certification

• Valid Washington State Driver License.

Preferred Qualifications

  • Experience with implementing and supporting packaged business applications.
  • Previous utility experience.

Working Conditions

• Duties performed primarily in an office environment and require the repetitive use of a computer, keyboard and mouse.
• Travel to business meetings, training and District offices is required.
• 24/7 pager duty may be required.
