Job Definition

Interacts, responds, and coordinates with District departments, acting as a liaison between various operational departments and Finance to facilitate effective financial information processing.  Expedites, assists, trains and validates various accounting functions initiated by other departments including opening/closing work orders and billing/payment requests. Researches, analyzes and resolves problems, ensuring the timely and accurate processing and maintenance of financial transactions, sub ledgers and financial reporting. Supports the District’s strategic priorities, in particular responsible cost and fiscal management.

Performs work at various District locations with operational departments and General Accounting on a variety of processes and transactions with financial impacts.

Essential Job Functions

Shared responsibility for ensuring the timely and accurate processing and maintenance of work order and accounting records.

 

Reviews and monitors open work order reports for accuracy, inactivity and follow-up.

 

Validates work orders for accuracy of key data elements.  Validates charges to work orders to verify accuracy of expenditures and to ensure completeness and proper recording to the General Ledger. 

 

Analyzes and audits revenues for all reimbursable District work performed, including computing billing amounts and classification to proper accounts.

 

Reviews and verifies financial transactions for proper cash receipts posting.

 

Assists with the maintenance of and validates all reimbursable work customer contracts. 

 

Prepares various work order, contract and revenue entries; general ledger account, contract and work order reconciliations. Assists with account assignments and tax determination for financial transactions with appropriate FERC, NARUC and budget coding for the following:

  • Customer sales and billing documents for assorted fees and payments
  • Work order data and status
  • Asset event identification and classification
  • Material issues
  • Purchase order and/or contract requisitions
  • Invoices
  • Vehicle time entry
  • Labor time entry

 

Assists in work order creation and closeout process at the work order source; verifies information; accumulates records; reviews as-built drawings and prepares units of property and plant detail for the following:

  • Actual costs and settlements
  • Materials
  • Easements
  • As-built drawings
  • Property unit spreadsheet
  • Removals
  • Retirement units installed (ALA)

 

Researches, analyzes and resolves operational accounting and work order related problems, variances and discrepancies.

 

Works with General Accounting to prepare various journal entries as appropriate for assigned duties, including work order accounting changes and uncollectible reserves.

 

Responds to inquiries by employees, vendors, contractors and/or the public, providing assistance, guidance and reporting.

 

Assists in evaluating accounting procedures and recommends changes to ensure efficient, cost-effective operations.  Assist with testing and validation of system configuration, updates and changes. 

 

Assists in the development and delivery of training programs and training aids.

Minimum Qualifications
Knowledge of:
• Computers and related software (automated accounting software, word processing, spreadsheets, database)
• Accounting, economic and auditing theories, practices and principles, OR electric utility construction standards, fundamentals and practices including cost estimate preparations.
• Analytical techniques.
Ability to:
• Communicate and work effectively with all levels in the organization, outside agencies, vendors, contractors, and the public.
• Work with confidential information.
• Balance accounts and maintain accurate records.
• Work under pressure to meet scheduled deadlines.
• Research, analyze and resolve accounting related issues.

Experience/Education
  • Bachelor’s Degree in Accounting

OR

  • Associate of Technical Arts Degree in Accounting, and
  • Two (2) years progressively more responsible accounting experience.
  • Successful completion of District’s Beginning Designer course within 12 months of start date.

OR

  • Associate of Arts Degree in an Engineering related field, and
  • Two (2) years related engineering, business or marketing experience or applicable technical education.
  • Successful completion of a college level Principles of Accounting course within 12 months of start date or demonstrate proof of completion within the last five years.

 

License/Certification
• Valid Washington State Driver License.
Preferred Qualifications
  • Experience using automated accounting software including integration, report writer and query capabilities.
  • Construction project; cost accounting and/or plant asset accounting
  • Basic construction standards and methods, design standards
  • Basic technical aspects of utility work
  • Washington State Sales Tax and B&O Tax application
  • Knowledge of Federal Energy Regulatory Commission (FERC) and National Association of Regulatory Utilities Commissions (NARUC) uniform system of accounts
  • Knowledge of or experience with SAP
Working Conditions
• This position will travel and report to various District offices on a regular rotating schedule.
• The rotation may be changed at specified intervals.
• Travel to regularly scheduled locations will not be eligible for mileage reimbursement.
• Work is performed in an office environment with a portable workstation and requires the repetitive use of a computer keyboard and mouse.
