Seeking

Seeking an Applications Architect to play a key role in enabling strategic priorities through projects and continual improvement efforts supporting the District’s Meter to Cash (M2C) program. This is a leadership role that is involved in developing technical strategies, roadmaps, solution design and architecture to drive and influence digital innovation to meet strategic and business operations requirements.  The successful candidate will consult and collaborate with Management, Project Management Office, business teams, IT application delivery, and IT Operations and Infrastructure.

Job Definition

Provides design recommendations based on the District’s long-term IT Strategy.  Leads and oversees the planning, integration, policy development, quality, and standard development for the District’s IT application architecture.  Provides solutions for enterprise level application and custom integration including major enhancements and interfaces, functions, and features.  Recommends, communicates, and develops application strategy with all levels of the organization.  Develops programming and development standards and procedures and recommends new technologies and methods.

Essential Job Functions

Researches, analyzes, designs, and recommends solutions for the District’s IT applications systems architecture strategy.

 

Plans and develops software and hardware requirements in conjunction with other IT Architects, Enterprise Architect, and IT management.

 

Ensures integration of IT application systems architecture with other IT areas.

 

Performs cost-benefit analysis.

 

Oversees and develops security and quality assurance standards and practices.

 

Participates actively in short and long-range planning, governance, policy development for managing complex issues, standard development practices, software architecture, system architecture, business intelligence architecture, telecommunications architecture, disaster recovery, research and development, risk management, quality assurance, and the budgeting/capital equipment process.

 

Develops, maintains, and makes available a repository of information describing the District’s application systems architecture.

 

Develops and maintains documentation.

 

Handles confidential information appropriately

 

Oversees, develops, communicates, and follows policies, procedures, standards, and methodologies.

Facilitates actively communication and activities between internal IT department/division, various levels of the organization, and outside agencies/customers.

 

Leads, coaches, mentors, and provides training to other staff.

 

Researches, analyzes and apprises management of technology changes/implications and makes recommendations

Experience/Education
  • Bachelors Degree in Computer Science or related field, AND seven (7) years of progressively more responsible experience in multiple IT areas including two (2) years of related architecture experience, OR the equivalent combination of directly related experience and education.
License/Certification
• Valid Washington State Driver License.
Preferred Qualifications

• 5+ years’ technical and functional experience with one or more of the following modules:  IS-U SAP for FICA, Technical Asset Management (TAM), Billing , CRM modules, FIORI and other customer-facing technology solutions.  
• Experience in planning, design, architecture and implementation of multiple delivery channels for Customer Self-Serve technologies.
• Application integration architecture and design and experience including cloud integrations with SAP.
• Strong analytical skills; ability to perform complex system analysis and draw conclusions by relating information from difference sources, including root-cause analysis and issue resolution supporting incident/problem management.
• Project Management and technical lead experience on tasks and initiatives of varying size including enterprise-wide technology initiatives.
• Experience with cost benefit and risk and impact analysis techniques.
• Project Management implementation methodologies (hybrid) including blue-printing/requirements, design, development, and testing, implementation, documentation and support phases. 
• Demonstrated vendor management experience.
• Strong knowledge of industry, company, technology trends, best practices, vendor solutions and services to inform and influence business and IT strategy.

Working Conditions
• Duties performed in an office environment and require the extensive repetitive use of a computer keyboard & mouse.
• Travel to business meetings, training and District offices is required.
• 24/7 pager duty may be required.
