Job Definition

Seeking an experienced applications analyst responsible for system design, technical configuration, and systems integration and testing supporting a new Advanced Metering Infrastructure (AMI) and Meter Data Management System (MDMS) SaaS application.  This new position will partner closely with the AMI Technologies Business team, to successfully implement the District’s new AMI Connect Up strategic initiative.  In this position, you will have the opportunity to be a part of a transformational effort from the start and will have a key role in deploying and supporting; innovation and technology enabling mission critical business capabilities including AMI Head End, Energy IP (EIP) MDMS, Meter Analytics, Billing, Energy Efficiency Programs, Telecommunications, Outage & Distribution Management automation.  The successful candidate must have the ability to partner well with a cross-functional team of vendors, architects, developers, infrastructure analysts and business applications owners, as well as possess excellent communication skills.

Essential Job Functions

Analyzes, designs, codes, troubleshoots, tests, implements, modifies, and supports moderately complex computer applications.


Creates and/or analyzes detailed specifications from which programs will be written to replace or enhance existing programs.  Develops and designs programs that meet user needs, maintainability, and efficiency; performs walkthroughs.


Develops and performs system conversions of low to moderate complexity.


Researches and defines system scope and objectives; identifies a solution for issues requiring program (or system) modification.  Provides ITS management with recommendations and work requirements.


Develops and maintains information and documentation. 


Assists in the development of and follows policies, procedures, standards, and methodologies within Information Technology Services and the District. 


Applies security and quality assurance standards and best practices.


Effectively communicates with co-workers, customers, management, and external vendors.


Provides training to other ITS staff on various related topics.


Assists in cost benefit analysis.

Applications Analyst

  • Bachelor’s Degree in Business Administration, Computer Science or related field and two (2) years progressively more responsible programming and application systems experience.


Sr Applications Analyst

  • Bachelor’s Degree in Business Administration, Computer Science or related field and five (5) years progressively more responsible programming and application systems experience.



• Valid Washington State Driver License.

Preferred Qualifications

  • AMI and MDMS technologies management on an integrated systems design
  • Real time MultiSpeak interfaces using web services to define and implement data transport
  • Knowledge of BizTalk, CMEP (California Metering Exchange Protocol) and SFTP servers monitoring for data flow, data management, and assessment of data systems
  • Technical Consultant between vendors, business, and IT for incidents, change requests, services, and systems/cyber security requirements
  • Monitoring and reporting of AMI and MDMS applications health status including providing recommendations for systems integration, network, database, and application configuration optimization and performance improvements 
  • Usage and support of cloud services such as Amazon Web Services (AWS), including Software-as-a-Service technologies
  • Technical configuration management of end points, SCHEMA for XML interface, batch scheduling, API, file transfer protocol (FTP), and Web Services with SOAP or REST
  • Strong vendor engagement and technical consulting on architecture, performance, patching/upgrades, and risk & impact assessments
  • SaaS monitoring tools and SaaS monitoring best practices 
  • Change Management: Document technical enhancements and technical configuration changes while working with vendors and business customers to test and deploy such changes
  • Project Management: Coordinate and schedule operating system, database and client tools patching and maintenance, and support the migration of changes
  • Ability to define, analyze, troubleshoot, and find solutions for difficult or complex problems
  • Familiarity with the ASP.NET framework and writing SQL statements and queries for use in SQL Server
  • Strong written/verbal communications skills with ability to effectively communicate with technical and non-technical stakeholders
  • Strong organizational skills and the ability to manage and lead multiple tasks or assignments including the ability to organize, plan, and execute tasks or initiatives of varying size to a successful completion
  • Work effectively in a collaborative team environment along with the commitment to the overall success of the team
  • Experience with Microsoft Solution Framework/Microsoft Operations Framework or ITIL.

Working Conditions

• Duties performed in an office environment and require the repetitive use of a computer, keyboard and mouse.
• Travel to District offices, training, and meetings is required.
• 24/7 pager duty may be required.
