Job Definition

Provides leadership and strategic direction to the Substation, Metering and Telecommunications and AMI Technologies groups within Distribution and Engineering services to accomplish the District’s established goals and strategic objectives. Supports respective groups to ensure the design, construction, and maintenance of substations, metering, apparatus, telecommunication and AMI technology services are executed safely and efficiently and in an environmentally responsible manner. Develops the overall organizational plan, departmental goals and objectives, and department administration. Manages Substation, Metering and Telecommunication Services within the District and community, and ensures safe, timely, and environmentally responsible delivery of new substations and projects to meet NLP customer demands and District system improvement and reliability goals. Directs the development of the annual budget for respective departments, and goals and objectives for for Substation, Metering, Telecom, and AMI Technologies Services.

Experience/Education

Minimum Education and Experience:

Bachelor’s Degree in Engineering, Business, or related field, AND
Six (6) years of experience in the Electric Utility industry;

Ten (10) years of experience in the Electric Utility industry.

Minimum Required License(s) and/or Certification(s):

Valid Washington State Driver's License with a good driving record

Job Definition

Works with the operation of the District's transmission and distribution system ensuring delivery of continuous, reliable, efficient, and safe electrical power to all District customers in coordination with other Northwest Utilities. Receives direction from the Energy Control General Foreman and reports to the Energy Control Superintendent.

Distinguishing Characteristics

The System Operator I (SOI) classification is distinguished from the System Operator Apprentice (SOA) classification by the increased technical knowledge and skills required to perform the work. Incumbents are required to advance to System Operator II by obtaining NERC Transmission Operator Certification within twelve (12) months from date of hire and successful completion of Energy Control Center On-Job-Training with approval by the Energy Control Superintendent to operate the distribution and transmission systems.

Essential Job Functions

Utilizes ADMS, SCADA and third-party software to monitor and operate the District’s transmission and distribution network within prescribed operating parameters and System Operating Limits.
Monitors, analyzes, responds to emergency notifications for all distribution, substation, transmission and generation facilities and systems.
Coordinates District personnel with emergency response, electric service restoration and repairs.
Analyzes and isolates system outages, dispatches field personnel, leads electric system switching activities and decision making on direct impacts to the operation of District lines, equipment and facilities.
Directs switching to clear lines and equipment for maintenance and repair while adhering to the District’s Switching and Clearance Procedures.
Operates high voltage system in a manner that prioritizes public and field personnel safety and in accordance with applicable organization, state and federal requirements.
Troubleshoots and restores power to our customers in a safe and reliable manner.

Job Definition

The Wireman (Journeyman) has successfully completed a certified Wireman Apprentice program. Is required to purchase all personal hand tools under one-inch (1”).

Essential Job Functions

Assists the Manager, Substation Construction & Operations or Wireman Foreman in the coordination of substation maintenance and construction.
Constructs and maintains station steel structures, foundations, bus structures and buses, switchboards, transformers, conduit work and underground feeder terminals within the station, and may do switching as required, etc.
Installs and maintains all electrical equipment used in the electrical operation of stations and substations.
Takes care of control batteries and the care and adjustment of protective and automatic relays and other incidental equipment.
Assists the Manager, Substation Construction & Operations or Wireman Foreman in investigating special projects for workability, safety and equipment needs.
Performs DGA sampling of oil-filled equipment on a regular and emergency basis.
Transports loads by driving trucks (except loads requiring endorsements to the CDL) to desired destination, observing laws and safety precautions.
Loads and unloads tools, materials and equipment used in the maintenance and construction of stations and substations.
Performs the installation and removal of station and substation material and equipment.
Prepares related stock issues and return forms and accounting for material used, as well as daily work documentation, mileage logs, etc.
Ensures a safe and neat working area.
