Job Definition

Successfully performs engineering work in the office and field.  Assists engineering staff with engineering or regulatory related projects, including topographical data collection, the layout and preparation of construction drawings, and specification development.  Provides technical and administrative support to one or more functional areas within the Water Utility.

Distinguishing Characteristics

Promotion to Water Resources Engineering Technician 2 is not automatic and is determined based on District need and the ability to demonstrate the successful accomplishment of work of the nature defined for the Water Resources Engineering Technician 2 job level.

Essential Job Functions

Creates, updates, and maintains water and generation system civil, mechanical, and electrical facility as-builts, maps, engineering records, exhibits, documents, and facilities databases.

 

Prepares parcel maps, exhibits, and presentation documents for water and generation agreements, federal and state compliance, Local Utility Districts, developer water main extensions, capital improvement projects, and regulatory requirements including the preparation of permit applications.

 

Develops, documents, and implements standards and procedures for quality control of Water Resources engineering document management. 

 

Develops and maintains index management, document imaging, and versioning control of engineering records for audit trail purposes. 

 

Assists Water Resources staff with hydraulic system modeling, performing updates and making adjustments or corrections as necessary.

 

Performs duties related to the maintenance and operation of the District’s Global Positioning System (GPS) equipment, including independent operation of the GPS equipment, data downloading, database management, and equipment checkout, maintenance, and ongoing upgrades and/or replacements.

 

Works closely with field personnel and GIS Administrator to refine GIS record accuracy and input new data as needed.

 

Assists Water Resources Functional Areas with daily work and/or projects, including field work, construction inspections, records research, and front-counter and phone back-up.

 

Develops and maintains technical reference files to assure compliance with regulatory reporting and filing deadlines.

Assists staff in troubleshooting computer software and hardware related problems and provides recommendations for the purchase of new computer system software and hardware. 

 

Maintains necessary stock for the Division’s plotters and printers.

 

Represents the District with other agencies, District workgroups, and the external customers.

 

Assists in the financial planning and budget process by providing projected costs of engineering document management.

 

Performs other duties as assigned.

Minimum Qualifications
Knowledge of:
• Basic engineering sciences and mechanics, mathematics and its application to engineering computations.
• Drafting techniques.
• Water or sewer line construction standards and practices, District policies and procedures.
• Record-keeping techniques.
• Customer relations techniques.
• Computers and applicable computer applications.
• District's mission, objectives, values and business drivers.
• General office procedures.
Ability to:
• Work in a team environment with a strong customer focus both internal customers and external customers.
• Successfully complete assigned tasks within schedules.
• Plan and organize work, incorporating changing District priorities.
• Use proficiently the latest technologies applicable and available at the District in performing assigned tasks and projects.

• Learn to interpret and apply codes, regulations, policies and procedures.
• Understand and follow oral and written directions.
• Maintain records and prepare reports including preparation of computer databases.
• Competently use MicroStation and/or AutoCad to create and manipulate maps and drawings.
• Assist in training other department personnel in the area of expertise.
Experience/Education
  • Associate of Arts Degree in Engineering, Drafting, or related field; OR
  • The equivalent combination of related education and experience.
License/Certification
• Valid Washington State Driver License.

Working Conditions
• Duties performed are primarily in an office environment.
• Travel to business meetings, construction, or other job sites may expose employees to varying weather conditions, uneven terrain, open ditches and energized equipment.
• Must be able to lift and carry equipment, boxes, tools, drawings, packages, etc., up to 25 pounds.
