Job Definition

Administers the District’s transmission contracts and protects the District’s interests in regional transmission matters by applying engineering expertise, financial knowledge, and knowledge of regional transmission issues and organizations.  Evaluates District compliance with NERC Reliability Standards.

Essential Job Functions

Administers the District’s transmission contracts.  Interprets contract language for Power Scheduling Department, identifies and resolves transmission-related billing issues.  Represents the District on matters related to the District’s transmission contracts.

 

Participates in regional planning meetings to ensure the District’s interests are represented.  Evaluates the impacts to the District of proposals by others for new regional transmission projects. Coordinates data submissions between the District and regional planning entities. Keeps manager informed of regional issues and any need for action on the part of the District.

 

Analyzes new transmission contracts and transmission ownership opportunities.

 

Evaluates technical adequacy of District NERC Reliability Compliance filings.  Works with District Standard Lead’s to ensure technical deficiencies are corrected.  Provides other technical assistance to Standard Leads.  Participates in internal Compliance Coordination meetings and in external Compliance User Group meetings.

 

Provides support in the development of the District’s Integrated Resource Plan by preparing transmission inputs and text.  Evaluates transmission components of renewable resource proposals and provides input to District pricing/costing specialists charged with developing rates, terms and conditions for power delivery services.

 

Represents the Power and Business Services Division on inter-company task forces to resolve technical and financial transmission problems related to regional transmission.

Manages regional transmission agreements, with the regional entity, and transmission organizations.

Minimum Qualifications

Knowledge of:

• Computer based transmission planning principles, techniques and applications.

• Electric transmission and distribution systems.

• Regional transmission issues.

• Regulatory requirements applicable to the District, District policies and procedures.

• Customer relations techniques.

• Basic financial/economic concepts.

• Cost-benefit analysis techniques.

• Engineering problem solving techniques.

Ability to:

• Research and analyze complex data.

• Demonstrate proficiency in transmission and distribution operations.

• Manage contracts.

• Demonstrate proficiency in transmission system planning principles, techniques and applications.

• Apply basic financial/economic concepts for project evaluation.

• Communicate and work effectively with all levels of the organization, outside agencies, contractors and the public.

• Use independent and discretionary judgment.

• Plan and organize work, incorporating changing District priorities.

• Perform technical engineering studies in the analysis and evaluation of projects and plans.

• Compile and analyze statistical and technical information and data including preparation of complex reports.

• Learn, interpret and apply District policies and Directives.

• Act in a lead capacity on assigned tasks and projects.

• Manage confidential information.

Experience/Education

Regional Transmission Engineer

  • Bachelor of Science degree in Electrical Engineering;
  • Three (3) years electric utility engineering experience including two (2) years in transmission planning or related area; and
  • Successful completion of Engineer-In-Training Exam (E.I.T.) or branch test of Professional Engineer license.

 

Sr Regional Transmission Engineer

  • Bachelor of Science degree in Electrical Engineering;
  • Seven (7) years electric utility experience including four (4) years in transmission planning; and
  • Registration as a liecensed Professional Engineer in an appropriate field.

License/Certification

• Valid Washington State Driver License

• EIT recognized by the Washington State Board of Registration for Professional Engineers and Land Surveyors.

• Engineer In Training (EIT) Certificate.

Preferred Qualifications

  • Experience with NERC Reliability Standards
  • Familiarity with the Western Electricity Coordinating Council (WECC)
  • Experience with auditing and demonstrating compliance with Reliability Standards
  • Experience in transmission system planning, operations, protection, metering and billing.
  • Familiarity with transmission rating processes and System Operating Limit (SOL)
  • Experience with powerflow software and system impact studies
  • Familiarity with Northwest regional transmission issues
  • Familiarity with regional transmission planning
  • Excellent written and verbal communication skills

Working Conditions

• Duties require the extensive repetitive use of a computer keyboard & mouse and sitting for long periods of time.

• Travel to other District offices, meetings and training is required.
