This is for two (2) openings:

  • One (1): 3rd shift position that works 4/10's Monday through Thursday
  • One (1): 2nd shift position that works 4/10's Monday through Thursday in the Aerial Lift Department

Job Definition

Works with and coordinates the activities of apprentices and other Garage employees; and performs construction, servicing, maintenance, overhaul, and repair on all types of vehicles, mounted equipment, portable equipment and construction equipment, all under the direction of the Garage Manager or Foreman. 

Distinguishing Characteristics

This classification has three levels: Entry, Utility, and Senior.  Entry level position is used for training of new hire mechanics and apprentices.  Incumbents are expected to advance to the Utility level within two years.  Utility Mechanics can be upgraded to the Senior level on a temporary basis for projects.  This position could be on varying shifts.  The incumbent must supply their own complete set of hand tools.

Essential Job Functions

Entry Level Basic Responsibilities:

  1. Performs servicing, maintenance, overhaul, and repair all types of vehicles, mounted equipment, portable equipment and construction equipment.
  2. Completes and reviews department vehicle, maintenance and repair records, and works schedules as directed.
  3. Exhibits safe working habits.
  4. Performs all duties required of lower classifications in the Transportation Department.

 

UTILITY MECHANIC BASIC RESPONSIBILITIES:
After no more than two years as Entry Mechanic, Utility Mechanic must be able to perform any of the Entry Level assignments as well as the "typical" work listed below.  Minimum qualifications are in addition to those listed for the Entry Mechanic. 
Hydraulic Systems

  1. Identifies the failing hydraulic component through use of the Shop hydraulic pressure-flow tester.
  2. Replaces and tests the pressure setting of any hydraulic component used in mounted equipment.
  3. Reseals, tests, and adjusts a valve without worn-out spools.
  4. Reads and traces mounted equipment problems from a hydraulic schematic.

Diesel Engine

  1. Performs major tune-up on the Detroit Diesel 6-71, Detroit Diesel 8.2, and the International DT466 engines in accordance with the engine repair manual, and dynometer test to a Shop-acceptable horsepower level for that piece of equipment.
  2. Trouble-shoots and repairs diesel engine that won't run properly (set up--problem.)

UTILITY MECHANIC BASIC RESPONSIBILITIES: (continued)

Electrical

  1. Performs a complete 12-volt electric brake controller installation.
  2. Trouble-shoots and repairs a 12-volt trailer wiring problem.
  3. Reads and interprets electrical schematics.
  4. Trouble-shoots and repairs a 110-volt circuitry - including the Honda and ONAN generators, and the Dynamote inverter.

Welding/Fabrication

  1. Performs repair welding using the Shop wire feed welder, with proper penetration in the horizontal and vertical positions.
  2. Performs structural steel repair, i.e., a rear bumper on a line truck.
  3. Lays out, shears, breaks, and welds a sheet metal project.
  4. Lays out a pattern from a District drawing for the pattern burner and cuts to size.

Trouble-Shooting/Repair

  1. Trouble-shoots and repairs engine system problems using the "Sun" electrical system analyzer.
  2. Trouble-shoots and repairs electronic fuel injection system problems.
  3. Repairs and rebuilds Spicer type passenger car differentials and truck 3rd members.

SENIOR JOURNEYMAN MECHANIC BASIC RESPONSIBILITIES: (upgrade only)

In addition to the Utility Mechanic duties above, the Senior Level Mechanic must be able to perform the duties listed below.  Minimum qualifications are in addition to those listed for the Utility Mechanic.

  1. Supervises other employees.
  2. Works effectively with the Shift Foreman and the Garage Supervisor planning and setting up projects.
  3. Estimates time on projects, completes within budget, and finishes within targeted dates.
  4. Oversees commercial mechanical repair work is bid in accordance with the Transportation Department Policy.
  5. Develops written training documents and presents the program to others

Minimum Qualifications

Knowledge of:
• Utility vehicle mechanics and operation techniques.
• Material requisitions.
• Appropriate dollar levels for purchasing.
• Oil spills and proper clean up procedures.
• Proper use of tools and equipment.
• Various forms, reports and time slips, and how to complete them.
Ability to:
• Meet departmental deadlines.
• Meet and work with persons outside the employment of the District.
• Assign the work of employees of lower classification.
• Communicate well.
• Identify, analyze and resolve problems.
• Adjust to varying workload demands.
• Receive and carry out assignments.
• Assist mechanics, helpers and contractors.
• Apply relevant District policies, procedures and agreements.
• Initiate tasks.

Experience/Education

  • Journeyman Mechanic with 5 years experience in dealer shop or equivalent.

License/Certification

• Possess a valid Washington State Commercial Driver License (Class A) within 90 days of the employment start date.
• Obtain a CPR First Aid card.
• Pass pre-placement physical exam (to be done after verbal job offer).

Preferred Qualifications

Utility Mechanic: MINIMUM QUALIFICATIONS: (in addition to Entry Level)

Knowledge of:

  • PUD preventive maintenance standards.

License or Certification:

  • Successful completion of the Utility Mechanic Test.

Senior Journeyman Mechanic: MINIMUM QUALIFICATIONS:  (in addition to Utility Level)

Knowledge of:

  • Transportation Department bidding procedures.

Ability to:

  • Supervise.
  • Train other employees.
  • Estimate project costs and labor allocation.

Education/Experience:

  • Experience as a Utility Mechanic.

Working Conditions

• Work is performed in both indoor and outdoor environments in varying weather conditions.
• Employees risk physical hazard from working on and around heavy and light duty vehicles and equipment. Some exposure to chemicals for cleaning and painting parts.
• Some exposure to fumes from welding and grinding on metal.
• Must be able to lift and carry heavy tools, equipment and vehicle parts in excess of 120 lbs. on a daily basis. Must be able to work on varying shifts and long hours as storm and emergency conditions dictate.
• Subject to 24 hour call-out emergency conditions.
