Job Definition

Successfully learn and provide basic technical and engineering services related to the design, maintenance, operations, improvements of and additions to the District’s electric system in a technically sound, safe, timely, and cost effective manner to enable the District to realize its goals and objectives.  Performs assignments that utilize readily available procedures and standards.  Performs as project leader on assigned projects and tasks.

New Engineer Training Program

Design Engineer will participate in the New Engineer Training Program.  The purpose of this program is to develop a basic knowledge of power engineering and construction in graduate engineers.  The length of the training program is expected to be eighteen to twenty-four months.  It will be composed of a rotation through the various engineering and construction disciplines of Snohomish PUD #1.  Upon completion of the program, engineer will be placed in a full-time engineering position within the Distribution and Engineering Services division.

Distinguishing Characteristics


Supervisor or Team leader screen assignments for unusual or difficult problems and selects techniques and procedures to be applied on non-routine work. Receives close direction and review on new aspects of assignments. Manages time to work concurrently on multiple assignments.

Essential Job Functions

Assists in or performs basic technical tasks and engineering services such as designs, surveys, layouts, and investigations on specific and limited assignments based on pre-established District standards and practices.


Performs daily tasks/assignments by applying pre-established engineering practices, work procedures, and techniques.


Performs as Project Leader on small projects and/or assists with tasks on medium/large projects, which require an understanding of the District’s engineering practices, standards, and methods.


Assists in the preparation of Specifications, Request for Proposals, evaluation of Bids, and preparation of recommendations on material, contracts, purchase of materials and equipment for management considerations for projects based on pre- established standards or guidance from the Project Leader.


Performs inspection on new construction and field-engineering work on assigned projects.  Inspects facilities for maintenance, modifications and/or improvements and construction recommendations.


Coordinates work with the project team and consultants’ work on projects based on pre-established District standards and practices.


Assists in the development of training programs for District staff, vendors, customers, consultants, and others.


Responds to and investigates customer inquiries, questions and complaints; provides information concerning services, programs, projects, policies and objectives.  Seeks assistance in interpreting moderately complex policies.  Effectively interacts, responds, and coordinates activities with customers including governmental agencies.


Establishes goals, objectives, priorities, and schedules on assigned projects.  Establishes project cost estimates including resource availability (labor and material) and alternatives to accomplish planned goals, and objectives.

Minimum Qualifications

Knowledge of:

• Basic principles and practices of applicable engineering field.

• Engineering plans and specifications, construction standards and methods, design standards, safety practices and codes, fundamentals of basic project management, and District’s work authorization procedures.

• Technical aspects of field of engineering specialty

• Regulatory requirements applicable to the District, District policies and procedures.

• Facility and system operation and maintenance.

• Customer relations techniques.

• Computers and applicable computer applications.

• District's mission, objectives, values and business drivers.

Ability to:

• Work in a team environment with a strong customer focus on both internal customers and external customers.

• Successfully complete design and construction projects and other assigned tasks.

• Plan and organize work, incorporating changing District priorities.

• Proficient use of latest technologies applicable and available at the District in performing assigned tasks and projects.

• Apply, and explain codes, regulations, policies and procedures.

• Learn the District’s work authorization procedures.

• Learn and apply District policies and procedures.

• Develop scope of work, schedules, cost estimates, methods, and manage projects through completion.

• Assist in training other department personnel in the area of expertise.

• Communicate effectively both orally and in writing.

• Maintain records and prepare reports.

• Drive District vehicles.

• Use independent and discretionary judgment.

• Use engineering tools required for the job.


  • Bachelor’s of Science Degree in Engineering field; and,
  • *Must have demonstrated the ability to successfully accomplish work of the nature defined for this job level, “Design Engineer”.


Note Re Minimum Qualifications:  For the employee who has met the minimum entry education and experience requirements, the additional time required to be proficient in performing the job is six months to one year.

Working Conditions

• Work is performed both in an office environment and in field situations in varying weather conditions that include utility construction sites and work in vicinity of energized equipment and conductors.

• Requires the ability to walk and/or climb around uneven terrain and construction sites in possible inclement weather.

• Must drive District vehicles to various work sites/locations.

• Must be able to lift and carry equipment, boxes, tools, drawings, packages, etc., up to 25 pounds.

• Incumbents perform repetitive movements from use of a computer and mouse.

• Frequent contact with the general public.
