Job Definition
Provides program and budget management, and oversight for straightforward to moderately complex, small to medium scale energy efficiency, customer renewable and customer service programs. Examples of programs may include: CFL program, Appliance Rebate Program, Planet Power, Commercial Refrigerator Rebate program, Project Pride, IVR, Online Bill Pay, etc. Leads cross functional program and budget development and implementation teams, ensuring that assigned program(s) are defined, implemented, tracked, and communicated in a consistent and effective manner.
Essential Job Functions
Partners with staff across the department and division, facilitates the design and development of moderately complex, medium-scale programs and services. Coordinates program design and development activities with impacted departments, external contractors, trade allies and key customers. Defines program budget, scope, objectives and features.
Develops, coordinates and prepares forecasts of expenditures and program goals. Analyzes trends and variances, prepares program performance reports, and recommends corrective action to Customer & Energy management and program staff to achieve District goals. Manages contracts and serves as a liaison for annual audits of program activities and financial records.
Oversees technology selection and marketing strategy development including market segmentation, program positioning, market channel development and marketing communications. In cooperation with department leadership, develops market penetration and program goals.
Leads cross functional program implementation teams including staff from Energy Services, Customer Service, Customer Strategy and Analytics and other departments across the District. Executes marketing and implementation plans to achieve program goals. Provides technical assistance and direction to program staff, technical staff, and account executives on complex technologies and projects.
Approves specifications for responsible program measures and maintains approved product lists. Administers program budgets. Defines, coordinates and delegates program assignments, and maintains liaison with individuals and groups within and outside the District.
Coordinates support services for program planning, implementation and maintenance.
Coordinates initiation and administration of consultant contracts ensuring compliance with District directives and generally accepted business practices.
Ensures outside consultants that provide turnkey management or technical services in support of assigned programs adhere to agreements. Develops requests for proposal (RFP) documents, evaluates proposals and selects vendors. Ensures consulting staff perform in accordance with scope and budgets.
Leads outreach and training efforts with key stakeholders, other departments, suppliers, contractors, regional and national trade associations, and other utilities. Coordinates assigned programs with complementary marketing, education, and code development efforts at the local regional and national levels.
Oversees development and implementation of quality assurance plans, including program policy and procedure documents, program tracking, and internal controls, and process improvement.
Ensures adherence to program evaluation and measurement and verification plans including compliance, reporting, implementation, and evaluation. Monitors and audits all programs for District, State, BPA, and/or any other program compliance requirements.
Utilizes program evaluation data to optimize program design and delivery. Develops process improvement plans. Reviews and recommends changes or modifications to improve existing programs for maximum effectiveness.

Partner with Customer Service to maintain, evaluate, and evolve the current Income Qualified Discount and related processes
Support the Customer and Energy Services program staff as an advisor for all energy assistance incentives or program layers; ensure energy assistance opportunities are considered in all new and existing customer programs and initiatives
Review and ensure equity and representation from all customer segments in energy services programs
Enhance, develop, and maintain new community relationships to manage existing programs, create new programs and identify and implement assistance efficiencies
Facilitate regular stakeholder and advisory group meetings for information sharing between community agencies, civic organizations, utilities, etc.
Provide insight and support to the PUD Government Affairs team regarding relevant legislation/budget/program/grant perspective
Represent the District internally and externally with respect to our program and opportunities across communities to support value-rich energy assistance propositions
Assist in the pursuit of federal and state funding opportunities to serve low to moderate income customers, highly impacted communities, and vulnerable populations
Perform annual review of all energy assistance and provide detailed reports for a variety of audiences: Commission, ELT, SAO, program staff, external stakeholders, and partners
Partner with customer analytics to ensure all necessary regulatory reporting is accessible and available for compliance and to develop program insights annually
Utilize PUD’s Heat Map, historic program participation, and other District data to build an energy assistance roadmap to meet 2030 and 2050 CETA progress goals
Other Job Functions
Plans, develops, and conducts program and budget briefings and/or program status meetings, ensuring maintenance of effective, cooperative, and productive communications and work relations between program team(s) and user department(s). Plans, develops and conducts management briefings with department senior management, ensuring effective communication about the program scope, budget, and status with regard to the District’s business strategies.
Serves as the utility representative in disputes between customers and District contractor/installers.
Represents the District in public forums, hearings, and or evidentiary proceedings.
Assists in the development of the department’s annual budget, goals and objectives.
Performs other duties as assigned.
Minimum Qualifications
Experience/Education
- Bachelor’s Degree in Business or Public Administration, Architecture, Engineering or related field OR the equivalent combination of related education and work experience.
- Five (5) years progressively more responsible directly related experience with two (2) of those years managing moderately complex projects or Energy Efficiency programs.
License/Certification

- Experience working in or with an electric utility
- Certified Energy Manager
- Project Management Certification
